This is a Request for Proposals (RFP) issued by the City of Sheridan, Colorado, for operation and maintenance services, networking services, and payment processing solutions for two existing Tellus Power Green 120kW DC Fast Chargers located at the Municipal Center parking lot at 4101 S. Federal Boulevard. Vendors may submit proposals for operation and maintenance services only, networking and payment processing services only, or both combined services, with the combined approach being preferred. The RFP was opened on August 11, 2026, with a mandatory pre-submittal site visit scheduled for August 25, 2026, at 10:00 AM. The question submittal deadline is September 11, 2026, with responses to be posted by September 18, 2026. Proposals are due by September 30, 2026, through the BidNet portal (Solicitation Number CDD-26-02), and interviews with top-performing applicants are anticipated for the week of October 12, 2026. The City intends to award a time and materials contract for maintenance services that may include networking and payment processing as bundled or standalone services.

Vendors must meet minimum qualifications including a valid Colorado electrical license from the Department of Regulatory Affairs, three references from similar projects, and demonstrated experience with DC fast chargers, preferably Tellus Power brand. The City prefers vendors with licensed electricians located in Colorado, those able to provide both services under a single contract, strong uptime commitments exceeding 90 percent, and those physically located in Sheridan. Proposals will be evaluated on a 100-point scale based on cover letter, company qualifications, scope of work, staffing and rate schedules, references, proposed service model, fee structure, and revenue-sharing models. Respondents must submit detailed scopes of work not exceeding 15 pages (excluding cover letter, resumes, cost proposals, and contract modifications). The chargers are no longer under warranty and were initially funded through an Xcel Energy EVSI grant and a Colorado Energy Office Charge Ahead Colorado grant, with all grant reporting completed. The City reserves the right to reject any proposals, negotiate terms, and alter or modify RFP provisions.
