About this opportunity

The Alameda Affordable Housing Corporation (AAHC) is requesting qualifications and bids from licensed electrical contractors to supply and install 74 new electric subpanels and related services at Esperanza Apartments, 1903 3rd Street, Alameda, California, with qualifications and bids due September 10, 2026, and a mandatory bid walk on August 11, 2026.

Contractors must hold current California electrical licensing. The scope includes supplying and installing 74 new subpanels, disposing of existing panels, relocating panels to code-compliant accessible locations as needed, and reviewing electrical mains for each building with unit cost pricing for main service panel replacements. Qualifiers must provide itemized cost breakdowns by component (subpanel enclosures, main service lugs and breakers, bus bars, insulators) and by fiscal year (FY 2026, FY 2027, FY 2028), plus an hourly rate for additional work not otherwise specified. All pricing must be all-inclusive, covering materials, labor, sales tax, overhead, profit, licensing, insurance, travel expenses, and related costs.

Prior to award, the successful contractor must provide evidence of Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability insurance with specified limits, and performance and payment bonds equal to 100 percent of scheduled work costs. The project is funded in part with federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Section 8 Housing Act funds, triggering HUD conflict-of-interest regulations (24 CFR 570.611, 982.161).

The AAHC anticipates awarding one or more contracts for an initial three-year term with options for two additional one-year extension periods, not to exceed five years total. Evaluation criteria are qualifications and experience (30 points), proposed approach (20 points), references (10 points), lowest overall price (20 points), customer service (10 points), and cost analysis and budget (10 points). Questions are due August 20, 2026, at 4:00 p.m. through the Bonfire Portal. The AAHC reserves the right to negotiate final fees with the top-rated qualifier and to reject any or all qualifications.
