About this opportunity

The Oregon Department of Transportation is requesting competitive quotes for asphalt-to-metal roofing replacement on a manufactured home/office building at the Warrenton Maintenance Station under RFCQ S-73000-00017556, with quotes due August 6, 2026, and this solicitation is restricted exclusively to Emerging Small Businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID).

Work involves complete removal of existing asphalt roofing and installation of metal roofing (24-gauge hidden fasteners) on a 24-foot-by-60-foot structure with 2/12 pitch located at 1960 SE Dolphin Ave., Warrenton, OR 97146. Acceptable roofing materials include Taylor Metal Easy Lock, Bruce and Dana 1" Standing Seam, or Macaw Metals Standard Snap Lock Panel (approved equal per Addendum 1). All material selections require project manager approval before installation. The contractor bears responsibility for labor, equipment, materials, mobilization, debris disposal, and all associated costs under a lump sum bid. Work is confined to 7:00 a.m. to 5:00 p.m., Monday through Friday, with no weekend or state-holiday work permitted. If roof tear-off reveals sheathing rot or moisture damage, repairs are addressed through change order.

Substantial completion is required by October 16, 2026, with final completion by October 30, 2026. Liquidated damages of $50 per calendar day apply for delay beyond the substantial completion date. The contractor must be licensed by the Oregon Construction Contractors Board prior to award, maintain a Public Works bond, perform at least 51 percent of labor with its own workforce, and comply with prevailing wage requirements under ORS 279C.800–870 and employee drug testing programs. The contractor must demonstrate financial capability and satisfactory performance history on similar projects within the last three years. Performance and payment bonds equal to contract price are required, along with Commercial General Liability ($1 million per occurrence / $2 million aggregate) and Commercial Automobile Liability ($1 million combined single limits) insurance. Award goes to the responsible offeror with the lowest responsive quote; the selected contractor has 30 calendar days from closing to maintain a firm offer. Requests for clarification must be submitted in writing to the single point of contact no later than seven calendar days before the closing date.
