About this opportunity
The Oregon Department of Transportation is requesting competitive quotes from Emerging Small Business (ESB) certified firms for installation of illegal camp deterrent rocks and agency-provided ornamental fencing under the Silverton Road I-5 overpass in Salem, with quotes due August 4, 2026. This procurement is restricted to ESB-certified contractors and carries a mandatory requirement that the selected contractor perform at least 51 percent of labor using its own workforce.
The scope encompasses installation of Class 2000 loose riprap (535 tons estimated across four quadrants: NE 30 tons, SE 50 tons, SW 420 tons, NW 35 tons) and 64 linear feet of agency-supplied ornamental iron fencing in the SE quadrant. All work must occur within ODOT right-of-way only, during standard business hours (7:00 a.m. to 5:00 p.m., Monday through Friday), with no weekend or state holiday work permitted. Bidders must comply with the 2024 Oregon Standard Specifications for Construction, prevailing wage rates for Marion County (BOLI Region 3, effective July 5, 2026), and traffic control and utility notification requirements per MUTCD and Oregon Temporary Traffic Control Handbook standards.
Substantial completion is due June 15, 2027, and final completion by June 30, 2027. Liquidated damages of $300 per calendar day apply for failure to meet the substantial completion date. Bidders must hold valid Oregon Construction Contractors Board (CCB) licensing before submission; all subcontractors must obtain CCB licensing before commencing work. The apparent successful offeror must provide proof of required insurance (commercial general liability $1 million per occurrence / $2 million aggregate; commercial automobile liability $1 million per occurrence), performance and payment bonds each equal to contract price, and complete a W-9 within two business days of award via Adobe Sign.
Quotes must be submitted electronically through OregonBuys by the deadline specified in that system. Award will be made to the responsible, responsive offeror with the lowest total price. No pre-quote conference or public opening will be held. Offeror responsibility is evaluated under OAR 137-049-0390, with ODOT retaining the right to request additional information and investigate past performance. The contract is governed by Oregon Revised Statutes Chapters 279A and 279C, the General Conditions for Public Improvement Contracts (January 1, 2012), and applicable supplemental general conditions.
