About this file
This document is a specifications exhibit for the Oregon Department of Transportation (ODOT) related to an illegal camp deterrent rock installation project under the I5 overpass over Silverton Road in Salem, Oregon. The project involves installing large deterrent rocks across four quadrants (NE, SE, SW, and NW) of the intersection, with estimated quantities of 30 tons, 50 tons, 420 tons, and 35 tons respectively, plus 64 feet of ornamental iron fencing supplied by the agency in the SE quadrant. The work must be completed during standard business hours (7:00 AM to 5:00 PM, Monday through Friday) with no weekend or state holiday work permitted. Work locations are restricted to ODOT right-of-way only, with no placement allowed within City of Salem right-of-way. The project is coordinated under Project Manager Cody Stone (503-953-6334) and Resident Project Representative David Anderson (503-930-3099), and bidders are encouraged to visit the site to assess work conditions and locations.
The contractor must follow the 2024 Oregon Standard Specifications for Construction and comply with all applicable technical specifications referenced in the contract documents. Traffic control requirements are minimal as project sites are off the highway, though appropriate work zone signage conforming to MUTCD and Oregon Temporary Traffic Control Handbook standards must be provided. The contractor is responsible for utility notification and coordination by contacting the Oregon Utility Notification Center (1-800-332-2344) prior to work, identifying any conflicts, and arranging resolution with utility owners. All removed materials become contractor property and must be disposed of satisfactorily. Payment is made only for bid items installed per specifications and includes all labor, equipment, materials, traffic control, mobilization, supervision, and incidental costs, with final inspection and acceptance by the Project Manager or Resident Project Representative required before payment issuance. The final contract quantity will be based on the accepted bid price and ODOT's available budget.
