About this opportunity

West Virginia Department of Administration Purchasing Division, on behalf of West Virginia Lottery Commission, is requesting Expressions of Interest for architectural and engineering services to design replacement of the HVAC system at WV Lottery Headquarters, 900 Pennsylvania Avenue, Charleston, with EOI submissions due December 1, 2026 at 1:30 p.m. ET. A mandatory pre-bid meeting precedes the EOI opening; vendors who fail to attend are disqualified.

Vendors must be registered architectural and engineering firms in West Virginia and demonstrate a minimum of five completed projects of similar scope and size. The scope encompasses design and construction document development for replacement of approximately 44 existing HVAC units (installed 2012 and 2016) at the 13-story commercial office building and upgrading of the building automation control system. Vendors must submit statements of qualifications, past project descriptions with manager contact information, staff certifications, and a proposed staffing plan. A critical project constraint requires development of a phased construction plan enabling gradual staff relocation and office vacation as floors are worked on, maintaining business continuity. All plans and drawings must be completed and available for distribution at least five business days prior to any scheduled pre-bid meeting for construction work.

Vendors must maintain Commercial General Liability Insurance of at least $1 million per occurrence and Professional/Malpractice/Errors and Omission Insurance. No specific funding amount is identified; contracts of this type are typically funded through state appropriations contingent upon legislative approval.

Evaluation criteria: qualifications and past performance (40 points), anticipated concepts and methods to meet project goals (40 points), and oral presentations/interviews (20 points). The State will select and negotiate with the highest-ranked firm; if negotiations fail, the process continues with second and third-ranked firms. Price or fee information is explicitly prohibited in vendor responses; the State will select the best value solution under West Virginia Code 5G-1-3. Questions are due November 14, 2026 at 10:00 a.m. ET. The contract continues until project completion.
