The City of Orange, Public Works Department—Engineering Division is requesting proposals for environmental, engineering, and landscaping design services to prepare 90% complete Plans, Specifications, and Engineering documents for the OC River Walk–Upland Habitat Restoration Project, with technical proposals due October 8, 2026 at 5:00 p.m. A mandatory online pre-submittal meeting is scheduled for September 17, 2026 at 2:00 p.m., and questions are due September 24, 2026 at 5:00 p.m.

The scope encompasses geotechnical investigations, habitat restoration and landscaping design, trail and riverbank civil engineering, surveying, and NEPA environmental clearance through Caltrans Local Assistance for a 7.3-acre habitat restoration and riverbank improvements project on the eastern bank of the Santa Ana River. The work includes restoration of near-bare land into native upland forest habitat, riverbank access modifications, incorporation of the Santa Ana River Trail, and restoration of a 0.45-mile length of former trail. The final 10% PS&E and associated permitting tasks will be authorized separately as an optional phase following State Coastal Conservancy review of the 90% submittal. Deliverables are scheduled for March 2027 (30% preliminary design), July 2027 (60% final engineering design), and December 2027 (90% final engineering design).

Proposals must be submitted as four original copies (GBC bound with hardbound cover), one USB copy in PDF format, and a separate sealed cost proposal to the City of Orange Public Works Department, 300 East Chapman Avenue, Orange, CA 92866-1591. The consultant shall submit a firm, fixed-price proposal with no reimbursable line items, structured by work progress activity schedule with itemized man-hours, hourly rates, and costs for all tasks. The optional Phase 4 task and NEPA clearance must be isolated on separate line items, with all anticipated technical studies for NEPA explicitly listed; no change orders will be approved for missed technical studies. Professional liability and errors-and-omissions insurance must be a minimum of $1 million. All work products become property of the State Coastal Conservancy as a third-party beneficiary with perpetual, royalty-free rights. The project is funded through State Coastal Conservancy grant funds for design services.
