About this opportunity

The State of Minnesota is requesting proposals for full-service environmental emergency response activities available to state agencies and Cooperative Purchasing Venture members across all 87 counties, with proposals due September 18, 2026, and questions due August 28. Preference points equal to 12 percent of total available points are available for certified Targeted Group, Economically Disadvantaged, and Veteran-Owned businesses.

The scope is 24/7 emergency response for spills and releases of petroleum, food products, manure, sewage, solid waste, and hazardous materials or substances on land, water, and air, including Level A through D Personal Protective Equipment deployment and petroleum spill containment boom deployment on moving waters. The contractor must furnish all labor, tools, equipment, materials, transportation, and supplies. Mandatory staffing includes a minimum of eight field technicians (split between Technician I and II classifications), four field supervisors, one scientist, two project managers, and one engineer. Required equipment includes four or more automobiles or pickups under one ton, one pickup truck of one ton or over, two vacuum trucks, two skid steer loaders with trailers, two boats with motors, three aeration units, one mercury vacuum, one mercury spill kit, one mercury vapor analyzer, and 1,000 feet of six-inch by six-inch containment boom in 50-foot sections, among other specified items detailed in Exhibit D. Contractors must own all mandatory equipment and supplies.

The estimated annual contract value ranges from $1.5 million to $2 million; this represents neither a minimum nor maximum obligation. The contract term runs November 1, 2026, through October 30, 2028, with an option to extend up to 36 additional months in State-determined increments. Work is performed across all Minnesota counties with required operational facilities and offices within the seven-county metro area (Anoka, Carver, Dakota, Hennepool, Ramsey, Scott, and Washington counties); additional offices in Greater Minnesota or within 30 miles of the Minnesota border are desired but not mandatory.

Eligibility requires five years in business under the current business name or Federal Employer ID Number and documentation of at least 12 emergency response sites completed within the preceding 36 months. Contractors must comply with Minnesota prevailing wage requirements and maintain insurance including workers' compensation, automobile liability ($2 million minimum), commercial general liability ($2 million per occurrence/$2 million annual aggregate), and pollution liability ($2 million per occurrence/$2 million annual aggregate). Evaluation employs a three-phase approach totaling 1,000 base points plus 120 preference points, weighted across acceptance of State terms (100 points), experience (50 points), violations history (70 points), required tasks and classifications (130 points), contractor previous experience (130 points), emergency response scenario capability (200 points), and cost detail (320 points). Evaluation and selection is anticipated by October 2, 2026.
