About this opportunity
Renewable Water Resources (ReWa) and Metropolitan Sewer Subdistrict (MetroConnects), special-purpose districts in Greenville County, South Carolina, are jointly soliciting qualifications packages from engineering firms to update the sanitary sewer master plan, with submissions due July 21, 2026 at 2:00 PM via ReWa's PlanetBids portal. The project requires a qualified project manager and substantial support team located within 150 miles of ReWa and MetroConnects' Administration Buildings in Greenville.
The scope comprises four primary tasks: flow data analysis to delineate existing and future sewered areas and develop wastewater flow factors; development of future wastewater flow projections for 5-year, 10-year, 20-year, and buildout scenarios; hydraulic capacity evaluation including updates to ReWa's existing hydraulic model and incorporation of MetroConnects' sewer system; and improvement alternatives analysis to address increased flows from development. ReWa serves over 500,000 residents across five counties with 430 miles of sewer lines and 87 pump stations; MetroConnects serves over 330,000 residents within Greenville County with more than 1,500 miles of gravity sewer.
The anticipated contract duration is a maximum of twelve months from execution. Evaluation criteria weight professional personnel experience, past performance with clients, and creativity and insight at 20 percent each; demonstrated ability to meet time and budget requirements and related experience on similar projects at 15 percent each; and locality and current and projected workloads at 5 percent each. Upon award, firms must maintain minimum insurance including $2,000,000 Errors and Omissions Liability, $1,000,000 Cyber and Commercial General Liability, and $500,000 Crime coverage, with ReWa and MetroConnects named as additional insureds. Questions are due July 14, 2026 at 5:00 PM. SOQ submissions are limited to twenty-five pages plus appendices containing audited financial statements and staff resumes (three pages per staff member), with proposers required to submit at least three client references.
Opportunity text
ReWa is soliciting Qualifications packages from Engineering firms to update previous sanitary sewer master plan, coordinated with MetroConnects, and reflect current conditions. A standardized methodology will be established through workshops with ReWa, MetroConnects, and key stakeholders to develop future development scenarios, flow projections for each scenario, and master planning assumptions. The existing hydraulic model of the ReWa sanitary sewer trunk system will be revised to incorporate the updated wastewater flow projections and any known changes to the hydraulic network and will be applied to define potential capacity restrictions under each future wastewater flow projection and recommend system improvements to resolve these restrictions.
