About this file
This Request for Qualifications (RFQ) is issued jointly by Renewable Water Resources (ReWa) and Metropolitan Sewer Subdistrict (MetroConnects), special purpose districts in Greenville, South Carolina, seeking engineering services for a Sanitary Sewer Master Plan Update. The project encompasses four primary tasks: flow data analysis to delineate existing and future sewered areas within Greenville County and develop wastewater flow factors; development of future wastewater flow projections for 5-year, 10-year, 20-year, and buildout scenarios; hydraulic capacity evaluation including updates to ReWa's existing hydraulic model and incorporation of MetroConnects' sewer system; and improvement alternatives analysis to address increased flows from development. ReWa serves over 500,000 residents across five counties and maintains 430 miles of sewer lines and 87 pump stations, while MetroConnects serves over 330,000 residents within Greenville County with more than 1,500 miles of gravity sewer. The SOQ submission deadline is July 21, 2026, at 2:00 PM local time via ReWa's PlanetBids portal, with questions due by July 14, 2026, at 5:00 PM. The anticipated contract duration is a maximum of twelve months from execution. Interviews with shortlisted proposers are anticipated, and the highest-ranked firm will be expected to execute a Contract for Professional Services.
The evaluation criteria allocate 20 percent weight each to professional personnel experience, past performance with clients, and creativity and insight, with 15 percent each for demonstrated ability to meet time and budget requirements and related experience on similar projects, and 5 percent each for locality and current and projected workloads. Engineering firms must have a qualified project manager and substantial support team located within 150 miles of ReWa and MetroConnects' Administration Buildings in Greenville. Upon contract award, firms must maintain minimum insurance coverage including $2,000,000 Errors and Omissions Liability, $1,000,000 Cyber and Commercial General Liability, and $500,000 Crime coverage, with ReWa and MetroConnects named as additional insureds. SOQ submissions are limited to twenty-five pages plus appendices containing audited financial statements and staff resumes (three pages per staff member), with all text in standard format no smaller than 11 point. Proposers must submit at least three client references from projects identified in their experience section, with references completing rating questionnaires on a 1-to-10 scale addressing customer expectations, schedule management, cost control, risk identification, and overall satisfaction.

RENEWABLE WATER RESOURCES (ReWa) and METROPOLITAN SEWER SUBDISTRICT (MetroConnects)
REQUEST FOR QUALIFICATIONS
FOR
ENGINEERING SERVICES FOR
SANITARY SEWER MASTER PLAN UPDATE
1.0 General Information
Renewable Water Resources (ReWa) and MetroConnects (MetroConnects) are soliciting Statements of Qualifications (SOQ) from eligible engineering firms (Firms) to provide engineering services for a Sanitary Sewer Master Plan Update project (Project).
1.1 General
ReWa is a special purpose district created in 1925 in Greenville, South Carolina. Our mission is to enhance our community’s quality of life by transforming wastewater into renewable resources through responsible and innovative solutions. ReWa provides wastewater treatment services to a general population of over 500,000 in Greenville County and portions of Spartanburg, Laurens, Pickens, and Anderson Counties. ReWa owns and maintains 430 miles of gravity sewer and force main, 87 pump stations, and 9 Water Resource Recovery Facilities (WRRF).
MetroConnects is a special purpose district created in 1969 in Greenville, South Carolina. MetroConnects is a subdistrict to ReWa and provides sanitary sewer collection services within Greenville County.
MetroConnects provides service to a population of over 330,000. MetroConnects owns and maintains over 1,500 miles of gravity sewer and 26 pump stations.
ReWa wants its previous sanitary sewer master plan to be updated, coordinated with MetroConnects, and reflect current conditions. A standardized methodology will be established through workshops with ReWa, MetroConnects, and key stakeholders to develop future development scenarios, flow projections for each scenario, and master planning assumptions. The existing hydraulic model of the ReWa sanitary sewer trunk system will be revised to incorporate the updated wastewater flow projections and any known changes to the hydraulic network and will be applied to define potential capacity restrictions under each future wastewater flow projection and recommend system improvements to resolve these restrictions.
ReWa and MetroConnects are also seeking assistance with basin planning for its service area, including evaluation of service area needs for growth planning. Work efforts may include evaluating growth and new service impacts, master planning efforts, sewer service studies, and data incorporation from ReWa’s Wet Weather Capacity Assurance program (upsizing of trunk/treatment, flow reduction, and/or flow rerouting). ReWa’s service boundary encompasses all of Greenville County, while MetroConnects is a large portion of Greenville County.
1.2 Scope
ReWa and MetroConnects will contract with the selected Firm to provide the scope of services for the Project. The scope of work will be finalized with the selected Firm during contract negotiation but is expected to include the following tasks:
Task 1: Flow Data Analysis The purpose of this task is to accomplish three primary project goals:
• Delineate the existing and potential future sewered areas within Greenville County. This study will not include ReWa’s service area outside of Greenville County. ReWa reserves the option to include additional service area studies as part of a separate phase of work under this contract.
• Define existing wastewater flows within Greenville County at the level of accuracy necessary to support master planning.
• Develop wastewater flow factors representative of anticipated wastewater generation by major land use categories for future base wastewater flow projections.
Task 2: Develop Future Wastewater Flow Projections The selected Firm will develop future base wastewater flow projections for the 5-year (near-term), 10-year (mid-term), 20-year (long-term), and buildout scenarios. Hydraulic deficiencies (Task 3) and capital project needs (Task 4) will be developed for the near-, mid-, and long-term scenarios, while the buildout scenario will be used to check the sensitivity of the recommended facility sizes under the other scenarios.
Task 3: Hydraulic Capacity Evaluation
Task 3.1: Hydraulic Model Update The selected Firm will update ReWa’s existing hydraulic wastewater model in the following manner (within Greenville County):
o Incorporate recent improvement projects that have been completed since the initial model development by utilizing more recent GIS or drawings as available.
o Create and incorporate the needed MetroConnects sewer system into the model as necessary to review capacities and requirements for each scenario. MetroConnects does not have a model but actively utilizes a Utility Network with survey grade accuracy.
MetroConnects also has each of its customers historic water usage and billing information within the Utility Network.
Task 4: Improvement Alternatives Analysis
Task 4.1: Planning Level Improvement Alternatives The hydraulic model will be used to evaluate planning level improvement alternatives. The improvements will specifically address the potential increased flows from development identified in Tasks 1 and 2. Improvements may consist of increases in system capacity (upsizing), EQ basins, flow diversion, or a combination of the three. Up to three improvement alternatives will be evaluated based on the 20-year planning scenario. Previously recommended capital improvement projects will be included as an alternative if supported by the hydraulic capacity evaluation.
