About this opportunity

Broward County Water and Wastewater Services is requesting proposals for professional design and engineering consulting services for a Regional Biosolids Drying Facility, with proposals due September 14, 2026 under the Consultants' Competitive Negotiation Act (CCNA). A 25% Broward County Business Enterprise (CBE) goal applies, and local preference provisions allow local businesses within five percent of the highest-ranked nonlocal vendor's points to be eligible for award consideration.

Respondents must be licensed Professional Engineers in Florida, with proof of current licensing required at submittal or within three business days of County request. The scope encompasses a complete Basis of Design Report (BODR), technical and supporting reports, evaluation of existing solids production and dewatered biosolids analysis, development of solids-loading projections and design criteria, and provision of professional design and engineering consulting services including permitting and technical support during Guaranteed Maximum Price (GMP) development by the Managing General Contractor.

The estimated total contract value exceeds $500,000, requiring Board approval under CCNA provisions. The project is funded entirely by County Funds. Pricing will not be considered in evaluation and ranking; award will be based on qualifications and technical merit under CCNA.

Vendors must submit financial statements for the most recent two years, insurance certificates or carrier letters indicating capability to obtain required coverage, and completed certifications regarding criminal history screening, lobbyist registration, litigation history, and affiliated entities. All responses must be submitted electronically through BPRO by the closing date and time. The Cone of Silence Ordinance prohibits communications regarding the solicitation among vendors, County staff, and Commissioner offices from advertisement through award or rejection. Standard contract terms are based on BCF 202 (dated July 1, 2026); exceptions to terms and conditions must be specifically identified with proposed alternative language and justification. Claude H. Nesbitt, Expansion Project Administrator, is the Project Manager.
