About this opportunity
Sarasota County is requesting professional engineering services for design, permitting, bid-phase support, and construction administration on the Carlton Water Treatment Plant Backup Power Improvements Project, with proposals due October 6, 2026.
The scope covers replacement of two existing 2000 kW permanent generators with appropriately sized backup power systems to meet regulatory requirements and ensure operational continuity during power failures. The work includes design of permanent emergency generators, power, fuel, and backup systems; removal of existing generators and associated equipment; installation of new generators, switchgears, automatic transfer switches, fuel tanks, utility switchboards, and programmable logic controllers; full integration with the County's SCADA platform; and upgrades to piping configurations. The consultant must coordinate with FPL on utility interfaces and with water treatment plant staff, accounting for 24/7 operational constraints and the requirement that backup power remain continuously available during implementation.
Professional services encompass design technical specifications, engineering calculations, models and studies, preliminary and final construction plans, permitting support, bid-phase services, and construction administration. The consultant will be expected to coordinate extensively with County infrastructure and controls teams and analyze generator size and integration to ensure the final design meets full power requirements and seamlessly integrates with existing systems.

1. Project Overview- This Request for Professional Services (RPS) is to solicit qualified professional engineering services for design, permitting, bid phase services and services during construction for the Carlton Water Treatment Plant Backup Power Improvements Project (the Project). The Project will allow the County to comply with regulatory requirements that require the plant to have backup generators to keep the plant operational in case of power failure(s). Project includes the replacement of two (2) existing 2000 kW permanent generators with an adequate number and size of generators that will meet the power needs of the water treatment plant. The size and integration of the generators will need to be evaluated to ensure full integration with County SCADA and any other necessary equipment. The existing site constraints include plant operations that are 24 hours a day, 7 days a week and a backup power system will need to be available at all times. Services will need to be coordinated with staff at the water treatment plant site.
2. Description of Work- The improvements are anticipated to include: A. Design of permanent emergency generators, power, fuel, and backup systems to increase reliability and redundancy. Final number to be determined after analysis. B. Removal of the existing generators and associated equipment C. Installation of new generators, applicable switchgears, automatic transfer switches (ATCs), fuel tanks, utility switchboard, and programmable logic controllers (PLCs) D. Integration with the Countys SCADA (Supervisory Control and Data Acquisition) platform E. Upgrades to piping configurations F. Coordination with FPL
3. Professional Services- The anticipated services for the Project to be provided by the Consultant may include but are not limited to the following: A.
