About this opportunity
The City of Brunswick Department of Engineering and Public Works is requesting qualifications for engineering design services on a multi-use bicycle and pedestrian trail project approximately 3.90 miles in length along Martin Luther King Jr. Boulevard and Altama Avenue, with statements of qualifications due September 18, 2026 at 2:00 PM. This is a two-phase selection: Phase I evaluates qualifications; Phase II requests technical approaches from three to five shortlisted firms, with finalists notified by October 2, 2026.
Prime consultants must hold GDOT prequalification in Area Classes 3.02 (Two-Lane or Multi-lane Urban Roadway Design), 3.07 (Traffic Operations Design), and 3.13 (Facilities for Bicycles and Pedestrians). The overall team must also cover NEPA, environmental specialties, surveying, utility coordination, and construction engineering.
The scope extends from State Route 25 Connector to the northern city limits in Brunswick, Georgia. Design deliverables include trail alignment within existing right-of-way where possible (raised median, behind curb and gutter, or shared paved lanes); ADA-compliant crossings; signalization, signage, and pavement markings at roadway intersections; benches and shade structures; landscape design; Erosion, Sedimentation & Pollution Control Plans; and GDOT right-of-way encroachment permits at three locations (Gloucester Street / SR 25 Conn, Community Road / SR 303, and Golden Isles Parkway / Spur 25). All deliverables must comply with GDOT Specifications, Construction Standards & Details, Design Policy Manual, and Georgia EPD NPDES permit requirements.
The contract type will be determined through negotiation and may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation, with amount to be negotiated. No DBE participation goal has been adopted. The anticipated Notice to Proceed is December 2026, with environmental permit submittals in March 2027, 30% design in July 2027, and final design in April 2028.
Respondents must submit notarized certification forms, Georgia Security and Immigration Compliance Act affidavits, and evidence of adequate audit and accounting systems. Communication with City staff is restricted except through the designated contact or formal question submissions.
Opportunity text
The project includes design of a multi-use bicycle and pedestrian facility along Martin Luther King, Jr. Boulevard / Altama Avenue between Gloucester Street (State Route 25 Conn) and the northern city limits (approx. 480 ft. north of Glynn Isles Drive) in Brunswick, Georgia. Portions of the proposed trail may be located within the raised, grassed median along MLK Boulevard. Other portions of the trail may be located behind the existing curb & gutter along one or both sides of the road of Altama Avenue. Still other portions of the trail may be located within the paved portion of Altama Avenue and delineated as shared lanes on one or both sides of the roadway. The City prefers to construct the trail within the existing right-of-way and avoid property or easement acquisition to the extent possible. The scope of the project shall also include design of all signalization, signage and pavement markings necessary at all locations where the proposed trail will intersect existing roadways. Finally, the scope of the project includes design of Erosion, Sedimentation & Pollution Control Plans for the full length of the trail project. GDOT ROW encroachment permits will be required at Gloucester Street (SR 25 Conn), Community Road (SR 303), and Golden Isles Parkway (Spur 25). All deliverables shall be in accordance with the Georgia Department of Transportation (GDOT) Specifications, GDOT Construction Standards & Details, GDOT Design Policy Manual, and the Georgia Environmental Protection Division (EPD) NPDES permit requirements.
