About this opportunity
The University of New Mexico (UNM) Purchasing Department is seeking sole source procurement for program traffic management services for New Mexico PBS (NMPBS)/KNME-TV, specifically with TRAC Media. The contract will cover daily program log management and broadcasting automation across five NMPBS channels, ensuring continuous 24/7/365 television programming. Services include providing broadcast logs, software integration, and maintaining operational continuity for television programming using the specialized Protrack Traffic software. The procurement is specifically for San Juan County and covers the contract period from March 5, 2025, to March 4, 2026. The due date for this opportunity is March 14, 2025, with the posting date being February 14, 2025. Key qualifications include extensive experience with public television broadcasting systems, specifically Myers Protrack software, and previous employment at PBS stations. The sole source justification is based on the vendor's unique expertise and the specialized nature of the broadcasting software.
The contract appears to have no specific set-aside designations or restrictions on responding organizations. TRAC Media is proposed as the sole source vendor, with their staff being former PBS station employees who have specialized knowledge of the Protrack Traffic software. The existing infrastructure requires integration with NMPBS's current traffic and automation systems, which is a critical component of the procurement. The proposed contract value is $60,000.00 for the one-year service period. The procurement is driven by the retirement of NMPBS's full-time Traffic manager and the need to maintain continuous broadcasting capabilities. No alternative vendors were identified due to the highly specialized nature of the public television broadcasting software and requirements. The contract will be posted on the UNM Sunshine Portal and the State of New Mexico Procurement website for the mandatory 30-day review period prior to purchase.

Update #2 · Latest ·
The City initially went out to bid for engineering and construction services for the NM 173 Waterline Relocation Project, resulting in a Professional Services Agreement with Short-Elliott Hendrickson Inc., which was signed in March 2021. As the professional services are now exceeding the four-year term limit, the City is requesting a sole source approval to allow this engineer to complete their scope of work.
Update #1 ·
UNM Proposed Sole Source Form - Rev 04/07/2021 Proposed Sole Source Purchase Form Pursuant to New Mexico Procurement law, the UNM Purchasing Department will post your completed form on the UNM Sunshine Portal and the State of New Mexico Procurement website for 30 days prior to purchase of the goods/services. NMPBS has had a working relationship with TRAC Media for many years. Trac supported the transition of the retirement of our full time Traffic manager by contracting to provide those services. Contracting services for broadcast logs also required access and software integration into NMPBS Traffic system. Broadcast program logs are required to keep all five NMPBS channel running 24 hours per day, 365 days per year. Any loss of continuity of log delivery to NMPBS automation would prevent our ability to broadcast television programming to our viewers. TRAC Media contractors are former PBS station employees who have experience using Protrack Traffic software. The software was created for public television stations, no one outside public television has any experience working in this platform.
