About this file

This is a Sole Source Purchase Form submitted to the University of New Mexico (UNM) Purchasing Department for NMPBS/KNME-TV seeking approval to contract with TRAC Media for program traffic management services. The contract term is from March 5, 2025, to March 4, 2026, and involves providing daily program logs for automation playback and recordings across five NMPBS broadcast channels, maintaining 24/7/365 broadcasting capabilities. The services are needed due to the retirement of NMPBS's longtime program traffic person.

The proposed contract value is $60,000.00. TRAC Media is being proposed as a sole source vendor due to their unique expertise with Myers Protrack, a highly customized broadcast software used by PBS stations, and their staff's experience as former PBS station employees. The vendor has been providing these services to NMPBS and managed the transition following the retirement of their full-time Traffic manager. No alternative vendors were identified due to the specialized nature of the public television broadcasting software and requirements.

REQUESTED BELOW:

Describe in detail the unique capabilities of the proposed vendor’s goods/service and/or personnel performing the work and why this constitutes the only source. Focus on what is unique about the goods/service and why no other vendor could meet your needs.

NMPBS has had a working relationship with TRAC Media for many years. Trac supported the transition of the retirement of our full time Traffic manager by contracting to provide those services. Contracting services for broadcast logs also required access and software integration into NMPBS Traffic system.

Broadcast program logs are required to keep all five NMPBS channel running 24 hours per day, 365 days per year. Any loss of continuity of log delivery to NMPBS automation would prevent our ability to broadcast television programming to our viewers.

TRAC Media contractors are former PBS station employees who have experience using Protrack Traffic software. The software was created for public television stations, no one outside public television has any experience working in this platform.

Describe the due diligence made to locate other possible sources including communications with other universities, communications with similar providers, web searches, yellow page searches, review of advertisements and trade publications, etc.

List the other vendors who were contacted. Please describe the specs/qualifications/criteria that the other vendors were unable to satisfy.

There are no alternate comparable sources.
