About this opportunity

The Orleans Parish School Board (OPSB) is requesting qualifications to expand the existing pool of engineering firms for capital projects work, with qualifications due October 8, 2026 at 10:00 a.m. under RFQ 27-0014A. A DBE participation goal of 20 to 35 percent or higher is mandatory; DBE firms must be certified by the Louisiana Unified Certification Program (LAUCP) or the State & Local DBE Program.

The scope encompasses professional design services for OPSB-owned properties, including existing conditions assessments, programming and project scoping, cost estimation, project design, bidding, construction administration, and project closeout. Projects consist of replacement of critical building systems and components, and renovation and additions to existing schools. The portfolio includes historic structures built before 1968 that must conform to the Secretary of Interior's Standards for the Treatment of Historic Properties. Firms must assemble teams of subconsultants such as architects, environmental engineers, civil/site engineers, structural engineers, MEP engineers, and specialized consultants as needed. Prime consultants must identify all proposed subconsultants upfront; additional specialized subconsultants may be added later for specific projects. Firms must hold current Louisiana engineering registration, submit background checks and debarment certifications, carry professional liability insurance based on project construction costs, and comply with federal provisions under 2 C.F.R. 200 (EDGAR).

The contract term is three years with two additional one-year renewal options, not to exceed five years total. Funding derives from School Facilities Preservation Funds. This RFQ establishes a qualified pool only; selection places firms in the pool without guarantee of future project awards. The evaluation committee will meet October 15, 2026. Award notification and agreement execution dates are to be determined.

Evaluation criteria total 100 points: professional qualifications (20), key personnel qualifications (10), subconsultant qualifications (15), recent K-12 school project experience (20), office location (5), responsiveness to problems (5), schedule and budget maintenance (5), current workload capacity (5), and DBE participation (15). Firms previously selected under RFQ 27-0014 are not required to resubmit. Addendum No. 1 (October 2) and Addendum No. 2 (October 1) must be acknowledged; failure to do so results in disqualification.
