About this file
This document is Addendum No. 1 to Request for Qualifications 27-0014A issued by the New Orleans Public Schools (NOLA) Procurement Department on September 28, 2026, modifying the original RFQ issued September 9, 2026. The RFQ seeks to expand the existing pool of qualified engineering firms to provide professional design and consulting services for Capital Projects work at OPSB-owned properties, including replacement of critical building systems, renovations, and additions to existing schools. Services encompass existing conditions assessments, programming and project scoping, cost estimation, project design, bidding, construction administration, and project closeout. The portfolio includes historic structures built before 1968 that must comply with Secretary of Interior's Standards. This RFQ is not associated with a specific construction project; rather, it establishes a qualified pool of firms for future task order assignments. Project-specific schedules will be established upon selection and assignment of individual projects. Respondents must acknowledge receipt of this addendum on the Addendum Form, with failure to do so resulting in disqualification.
The addendum provides six clarifications addressing key submission requirements. Prime consultants must identify all proposed subconsultants (both DBE and non-DBE) upfront, though additional specialized subconsultants may be added later for specific projects requiring them. Respondents must commit to achieving and exceeding a cumulative Disadvantaged Business Enterprise (DBE) goal of 20 to 35 percent or higher, with these percentages serving as baseline criteria for each awarded contract. Self-performing DBE primes must list themselves as the DBE firm and sign all required DBE forms. All required DBE forms, including DBE Responsiveness Forms 1 and 2 and the Verification of DBE Certification Form, must be submitted with the Statement of Qualifications. Additionally, the completed EDGAR Contract Addendum must be submitted with the SOQ in accordance with sections 2.14 and 2.15 of the RFQ.

Addendum No. 1
REQUEST FOR QUALIFICATIONS NO. 27-0014A
ENGINEERING CONSULTANT SERVICES
This Addendum and Clarification item forms a part of the RFQ Documents and modifies the original RFQ Documents issued September 9, 2026. Acknowledge receipt of this Addendum on the Addendum Form of the Request for Qualifications. Failure to acknowledge receipt shall result in disqualification.
This Addendum consists of 2 pages.
CLARIFICATION:
1. Question: Section 1.2 states that each selected engineering firm will assemble an appropriate team of subconsultants. Does the SOQ need to identify every type of consultant listed in Section 2.0, or may specialty consultants be added later based on the scope of each task order?
Answer: The Prime Consultant must provide a list of all proposed Subconsultants (both DBE Subconsultants and/or Non-DBE Consultants), where required within the RFQ. If a specific project requires an additional specialized Subconsultant, the Prime Consultant must submit the required supporting documentation at that time.
2. Question: Because the RFQ does not identify a specific project or scope, should respondents provide estimated work percentages for the overall consultant pool? Or will the prime and subconsultant percentages be established separately for each task order?
Answer: Respondents are requested to commit to achieving and/or exceeding the cumulative DBE goal of 20% -35% or higher. The percentages entered shall also serve as a baseline criteria for each contract awarded.
3. Question: The RFQ states that a DBE-certified prime may count its self-performed work toward the DBE goal.
Should a self-performing DBE prime list itself as the DBE firm and sign both sections of DBE Responsiveness Form 1, or is there another procedure?
Answer: Yes, a self-performing DBE Prime shall list itself as the DBE firm and sign both sections of DBE Responsiveness Form 1, DBE Responsiveness Form 2 and the Verification of DBE Certification Form.
RFQ 27-0014A Engineering Consultant Services Addendum No. 1
4. Question: The submission checklist requires DBE Responsiveness Form 2 with the SOQ, but the form states that it must be submitted before the contract is signed. Is a preliminary Form 2 required with the SOQ and an updated form required before contract execution?
Answer: All of the required DBE forms shall be submitted with the SOQ as stated within the instructions of this solicitation.
5. Question: The submission checklist requires the completed EDGAR Contract Addendum with the SOQ. However, the general instructions state that awarded firms must complete it before a purchase order is issued. Must the completed EDGAR Addendum be submitted with the SOQ?
Answer: Yes. The completed EDGAR Contract Addendum must be submitted with the Statement of Qualifications in accordance with Sections 2.14 and 2.15 of the RFQ.
6. Question: If known, what is the anticipated schedule for bidding and construction of this project?
Answer: This RFQ is intended to expand the existing pool of qualified Engineering Firms and is not associated with a specific construction project. Accordingly, there is no anticipated bidding or construction schedule at this time. Project-specific schedules will be established if and when individual projects are assigned following selection.
