About this opportunity

The City of Brockton is requesting bids for periodic emergency tree trimming and removal services with bids due August 3, 2026 at 11:00 a.m. EDT via BidNet Portal, with public bid opening at Brockton City Hall. This is a prevailing wage rate project under Massachusetts General Laws Chapter 30, Section 39M.

The scope comprises two service categories: emergency tree removal priced per job with a mandatory 12-hour response time, and tree trimming and removal priced on a daily rate basis. The required crew must include one 65-foot minimum bucket truck, one chipper truck, two to three workers, and a crane with operator if needed for removal. Operations occur Monday through Friday, 7:30 a.m. to 4:00 p.m., with weekend and holiday work only upon written approval by the DPW Operations Superintendent. Work is performed at the City's DPW Operations Division yard, 301 Oak Hill Way, Brockton, Massachusetts.

The daily rate for tree trimming and removal must remain firm for the entire contract period regardless of work volume fluctuations; payment is calculated on actual utilization days. For emergency removals, pricing is case-by-case. The vendor must provide and pay for police detail services on non-emergency work; the Highway Department covers police details for emergencies. The contract term includes options to extend for two consecutive one-year periods at the same discount rate and conditions.

Required insurance includes general liability of $1,000,000 per occurrence / $3,000,000 aggregate, automobile liability of $1,000,000 per accident, workers' compensation as required by Massachusetts law, and umbrella coverage of $2,000,000 per occurrence and aggregate. All bids must include signed appendices A through G with all bid items in the Cost Breakdown Form completed; incomplete bids will be rejected. Contract award is subject to City Council appropriation, and the City reserves the right to award in whole or in part at its discretion.
