About this file
This is an Invitation to Bid document issued by the City of Brockton Department of Public Works for emergency tree trimming and removal services. The City of Brockton solicits bids for periodic emergency tree trimming and removal to be performed from its DPW Operations Division yard located at 301 Oak Hill Way, Brockton, Massachusetts. The scope includes two service categories: emergency tree removal services with pricing determined on a per-job basis requiring a 12-hour response time, and tree trimming and removal services priced on a daily rate basis. The required crew must consist of one 65-foot minimum bucket truck, one chipper truck, two to three workers, and a crane with operator if needed for removal services. Operations are scheduled Monday through Friday, 7:30 AM to 4:00 PM, with no weekend or holiday work unless approved in writing by the DPW Operations Superintendent. Bid specifications became available on Monday, July 20, 2026, with bids due electronically through the BidNet Portal by 11:00 AM Eastern Daylight Saving Time on Monday, August 3, 2026. Public bid opening and reading occurred on August 3, 2026, at 11:00 AM in the G.A.R. Conference Room, 2nd Floor of Brockton City Hall. The contract term and renewal options are subject to the sample contract terms, which include an option to extend for two consecutive one-year periods at the same discount rate and conditions as the original contract.
Pricing for this contract is based on a daily rate for tree trimming and removal services, with the daily rate to remain firm for the entire contract period regardless of increases or decreases in work volume. Payment is calculated based on the actual number of days the vendor is utilized during the contract period. For emergency tree removal services, pricing is determined on a case-by-case basis. The vendor must provide and pay for police detail services if needed for non-emergency work, while the Highway Department provides and absorbs the cost of police details for emergency situations. This is a prevailing wage rate project subject to Massachusetts General Laws Chapter 30, Section 39M. All bids must include signed appendices A through G, and all bid items in the Bid and Cost Breakdown Form must be completed or the bid will be rejected. Required insurance coverage includes general comprehensive liability of $1,000,000 per occurrence and $3,000,000 aggregate, automobile liability of $1,000,000 per accident, workers' compensation as required by Massachusetts law, and umbrella liability of $2,000,000 per occurrence and aggregate. The contract award is subject to appropriation by the City Council, and the City reserves the right to award the contract in whole or in part at its discretion.
