About this opportunity
Jefferson Parish Department of Parkways is soliciting sealed bids on a two-year, as-needed emergency tree removal contract covering labor, materials, and equipment for unincorporated Jefferson Parish including rights-of-way, public buildings, and parish facilities, with bids due September 10, 2026 at 3:00 p.m.
Bidders must hold a Louisiana State Contractors' Commercial license with SPECIALTY classification in Landscape, Grading and Beautification (license number mandatory on submission). The apparent low bidder must submit Louisiana Department of Agriculture & Forestry Arborist licenses and certifications within ten calendar days of bid opening; failure to provide renders the bid non-responsive. This is a non-exclusive, as-needed contract with no minimum or maximum work requirements, designed exclusively for emergency situations.
The scope encompasses emergency tree removal, stump and rootball removal, hazardous limb removal, and tree debris hauling. The contractor must be capable of deploying up to ten tree crews upon request, with each crew consisting of four crew members, one aerial reach bucket truck (minimum 40-foot reach), one brush chipper, and one chipper debris truck. Emergency response timelines are two crews within four hours for non-named storms and up to ten crews within forty-eight hours for named storms requiring mandatory evacuation. The contractor is responsible for all traffic control, site restoration, debris disposal, utility coordination, and property damage repairs resulting from operations.
A 5% electronic bid bond and a $1,000,000 performance bond and payment bond (each) are required. Liquidated damages are $250 per work order per day for missed completion deadlines. Subcontractors are permitted with prior written approval, but the prime contractor must independently possess all required licenses and cannot rely on subcontractor licensing for work exceeding 51% of contract value. Invoices are submitted only upon work completion to the Department of Parkways in Marrero, Louisiana. A non-mandatory pre-bid conference was held August 14, 2026. Questions closed September 2, 2026 at 3:00 p.m.
