About this opportunity

The City of Trenton, New Jersey, Department of Housing, Economic Development & Inspections is requesting qualifications for a prequalified contractor roster for emergency stabilization of imminently hazardous and unsafe structures citywide under RFQ2026-01, with sealed submissions due August 21, 2026 at 11:00 a.m. and virtual opening the same day via Zoom. The city intends to award prequalified status to multiple contractors; individual assignments will be issued through subsequent Requests for Quotations, and selection does not guarantee any minimum quantity of work.

Minimum qualifications include five years of structural stabilization experience; Home Improvement Contractor Registration from the State of New Jersey for residential work; General Contractor licensure with both the City of Trenton and State of New Jersey for applicable work types; Public Works Contractor Registration; appropriate insurance and bonding capacity; OSHA compliance; and the ability to maintain a minimum 3-person crew at prevailing wage rates. Contractors must mobilize within 24 hours of notification and respond to emergency assignments on an as-needed basis.

The scope encompasses structural stabilization (shoring, bracing, wall and floor stabilization, temporary framing), building protection (emergency roof tarping, boarding, temporary weather protection, temporary fencing), collapse prevention (removal of loose masonry and unstable facade components, protective scaffolding, tie-back systems), site safety and cleanup (traffic control, pedestrian protection, dust suppression, debris removal), and miscellaneous work including emergency excavation, concrete placement, utility coordination, and site restoration.

Evaluation criteria assess company experience, superintendent qualifications, emergency response capability, safety records (OSHA violations, Experience Modification Rate, written safety programs), available equipment (hydraulic shoring systems, scaffolding, cranes, excavators), and financial capacity. Project funding sources include City Capital Funds, State of New Jersey Grants, and other public funding sources. For private property work, the city will reimburse approved quotes and authorized work; contractors failing to complete assigned projects within required timeframes or carrying outstanding incomplete projects may be deemed non-responsive and excluded from future assignments.
