About this opportunity

The Orlando Utilities Commission (OUC) is requesting proposals for Emergency Response Safety Assessment Support Services to deploy on-call assessment teams following hurricanes, tornadoes, or other major disasters, with proposals due November 1, 2026 at 2:00 PM EST and opening at 2:30 PM EST at OUC's Reliable Plaza location in Orlando, Florida.

Suppliers must hold a minimum of five years' experience in post-disaster safety assessment services and possess OSHA Electrical Safety training, valid business registration, and demonstrated resources including qualified personnel, properly equipped vehicles with company logos, and safety equipment (vests, hard hats, steel-toe boots, gloves). Services encompass assessment of energized wires, utility poles, conductors, transformers, switchgear, and fuses, with qualified personnel required to deploy before, during, and after emergency events as directed by OUC.

The contract term runs from execution through May 31, 2028. OUC will issue individual Purchase Orders for each Emergency Event with not-to-exceed ceiling prices determined by OUC based on anticipated event severity. Pricing must remain firm for 2027 and 2028. Suppliers submit fully burdened hourly rates via provided Excel spreadsheet; rates cover labor, mobilization, equipment, vehicles, tools, communications, lodging, per diem, and fuel. OUC reimburses overtime per agreed storm rates, fuel costs at cost with receipts (or OUC supplies fuel directly), and travel expenses, meals, and lodging per specified per diem ($50 per day on travel days; $60 per day for other days). OUC anticipates federal cost reimbursement through FEMA's Public Assistance Program for safety-related tasks only; damage observation costs bill to OUC non-FEMA funds.

OUC may select one or more suppliers. No Bid Bond or Payment and Performance Bond is required at proposal submission. A pre-response conference is scheduled for October 1, 2026 via Microsoft Teams (attendance is not mandatory). Questions and comments are due October 19, 2026. Addenda are due by October 23, 2026. The contract includes FEMA Supplemental General Conditions to ensure federal procurement compliance.
