About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 19463 Danbury, with questions due August 27, 2026 at 1:00 p.m. EST and proposals due the same day at 3:00 p.m. EST. The property—a one-story, single-family frame dwelling vacant for more than 180 days and structurally unsound—was ordered demolished by the Building Official on August 18, 2026 due to immediate collapse risk. Evaluation is price-only; the lowest-cost bidder will be selected.

All bidders must be pre-qualified demolition contractors licensed by the City of Detroit. Mandatory requirements include a physical site visit with date-stamped photographs submitted in a single PDF with the bid; completion of the Emergency Professional Rate Schedule with unit rates for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, air monitoring, and asbestos and construction-debris disposal) and backfill, grade, and site finalization work; signed combined certificates of authority and solicitation signature page; price and item cost sheets in Excel; current standard documents; an Affidavit of Disclosure of Demolition Contractors; and the City Council smartsheet survey. Bidders must also complete the City of Detroit Income Tax and Account Receivables Clearance process and comply with Construction Contractor Guidelines, including COVID-19 protocols.

Scope includes demarcation and notification within one calendar day of Notice to Proceed, demolition within three calendar days, backfill and grading within fourteen calendar days of Open Hole Approval, and invoicing within thirty days of Final Grade Approval. Backfill material must source from City-approved Category 2 sources meeting Michigan Part 201 Residential Cleanup Criteria. The City coordinates lead service line inspection and removal with the Detroit Water and Sewerage Department; the project pauses during this coordination period. Contractors are not responsible for permit costs but must cover a $134.00 hydrant re-inspection fee if the hydrant fails. Payment terms are Net 30. All demolition contractors are subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Bid contact: Elisha Wright, wrightel@detroitmi.gov, City of Detroit Office of Contracting & Procurement, 2 Woodward Avenue, Suite 1100, Detroit, Michigan 48226.
