About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting proposals for emergency residential demolition at 8226 E Hollywood under RFQ 186786, with proposals due July 29, 2026 at 4:00 p.m. EST and questions due the same day at 3:00 p.m. EST. The property — a fire-damaged, 1.5-story single-family frame dwelling on a 0.08-acre lot — was declared unsafe and ordered for demolition by the Building Official on July 21, 2026 under Detroit City Code 8-17-41 through 8-17-45 and NESHAP regulations (40 CFR 61 Subpart M).

The City solicits pre-qualified demolition contractors only. Scope encompasses demolition with utility disconnection verification, area demarcation, and pre-demolition notifications within 400 feet; debris removal and disposal to licensed Type II landfills within seven calendar days of Notice to Proceed; backfill and grading from City-approved Category 2 backfill sources within fourteen calendar days; and site finalization including sidewalk replacement and seeding. Demolition must commence within three calendar days of notice regardless of frost law conditions. The contractor must assign a qualified Project Manager, deploy field supervisors with current OSHA Lead Awareness Training, and maintain at least one crew member with asbestos and lead awareness credentials at the site. All backfill materials must comply with Michigan Part 201 Residential Cleanup Criteria. The contractor is responsible for all equipment, materials, permits, utility coordination, and corrections; the City covers no permit costs except hydrant re-inspection fees ($134.00 if the hydrant fails on residential properties). Payment is net 30 days with freight FOB delivery via lowest-cost carrier.

Evaluation is price-only; responses are ranked by lowest cost. Contractors must submit site-visit photographs as a combined PDF, signed certificates of authority, completed price sheets and item cost sheets in Excel format, income tax and accounts receivable clearance, applicable CRIO certificates, and an affidavit of disclosure. No pre-proposal conference is scheduled. Contract assignment requires prior written approval from the Chief Procurement Officer, Chief Financial Officer, and City Council.
