About this opportunity

The City of Detroit is requesting emergency demolition quotes for the residential structure at 4831 Anderdon, due October 6, 2026, under an expedited RFQ through the City's pre-qualified Demolition Program with award to the lowest responsive and responsible bid.

Respondents must be pre-qualified by the City of Detroit Office of Contracting and Procurement Non-Proposal Demolition Program to be eligible. A local preference applies to award consideration. Quotes must be submitted through the Oracle iSupplier Portal using City-provided forms only: completed price sheets (.XLSX format), professional rate schedules (.XLSX format), and a signed signature page with a date-stamped site-visit photograph. All highlighted rate-schedule cells must be populated with mean average per-unit pricing without ranges, qualifications, or alternate unit types; incomplete or non-responsive schedules will be rejected. The City reserves the right to request rate clarification within 24 hours.

The scope covers complete demolition and removal of a two-story, single-family frame dwelling that has sustained severe fire damage with collapsed floors and overhead hazards; disconnection and abandonment of all utilities; removal of all debris and hazardous materials including asbestos-containing materials and construction debris; and site restoration to a condition suitable for future use. All work must comply with federal, state, and local environmental regulations, Michigan EGLE standards, Detroit City Code 8-17-41 through 8-17-45, NESHAP regulations under 40 CFR 61 Subpart M, and the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. Demolition must proceed within emergency timelines regardless of frost law restrictions. The Detroit Water and Sewerage Department will inspect and remove any lead service lines within five business days; this activity will pause the project timeline but creates no change to contractor scope or responsibilities. Backfill material must come from a City-approved Category 2 source.

Awards are binding for 120 calendar days. Successful vendors have five business days to provide performance and payment bonds equal to 100 percent of contract value and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. The City reserves the right to award to one or multiple vendors, reject any or all quotes, or cancel the RFQ.
