About this file

This is a Request for Proposal (RFP) guidance document for the City of Detroit's Construction & Demolition Department (CDD) regarding an emergency residential demolition project at 4831 Anderdon in Michigan. The project involves the emergency demolition of a two-story, single-family frame dwelling that has sustained severe fire damage, resulting in the collapse of the first and second floors into the basement and posing significant life safety hazards to adjacent residents, including overhead wall remnants and open void hazards filled with hazardous debris. The scope of work requires the awarded vendor to complete demolition activities within emergency timelines regardless of frost law restrictions and to utilize backfill material from a City of Detroit-approved Category 2 source. Additionally, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with DWSD expected to complete this work within five business days.

The successful contractor must comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, and will be subject to performance tracking through a Salesforce demolition issue that pauses the project timeline while DWSD conducts its lead service line inspection and removal activities. No changes to the demolition scope of services or contractor responsibilities result from the DWSD lead service line removal process. The RFP notes that emergency timelines must be met regardless of whether frost laws are in effect, and the contractor's term of performance will be documented and tracked for compliance, with project hold dates recorded to ensure accurate assessment of contractor performance against contractual obligations.

Wall remnants pose overhead life safety risk to adjacent residents. Fall hazard exists into basement filled with hazardous debris. Open void hazard.

Occupied dwellings to the north and south.

Rec Emergency Demolition.

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
