About this opportunity
The City of Chino is requesting proposals for an Emergency Power Study covering eight city-owned water facilities and complete design, permitting, and bid-support services for the Benson Site Emergency Power Backup Generator Project, with proposals due October 26, 2026. A non-mandatory pre-proposal field meeting is scheduled for October 5, 2026 at 11:00 a.m. at the Eastside Water Treatment Plant.
Phase 1 deliverables include evaluation of emergency-power needs across all eight facilities, a coordinated backup-power strategy addressing facility loads, operational priorities, system reliability, maintenance, and power restoration, facility-specific Preliminary Design Reports, and 30% design equivalent for each site. Phase 2 advances the Benson site design through 60%, 90%, and final design stages, producing a complete, permitted, bid-ready design package with bid-support services. Phase 1 must be completed within eight months of Notice to Proceed; Phase 2 design is anticipated to support construction contract award in the second half of 2027.
Consulting firms must employ a California-licensed electrical engineer with experience in medium and low-voltage power distribution, generators, automatic transfer switches, motor control centers, and emergency power systems integration with potable water treatment facilities. Prevailing wage rates apply to required trades, and proposers must complete the Department of Industrial Relations Subcontractor List form. The Benson project was submitted for approximately $1.1 million in FY25 Congressional Community Grant funding for construction and must comply with all Build America, Buy America Act (BABA) requirements.
Proposals are evaluated on experience and qualifications (20% weight), plan methodology and project approach (25%), past performance and references (25%), quality and responsiveness of proposal (20%), and competitive pricing (10%). The fee proposal is reviewed only after technical evaluation and scoring. The initial contract term is two years with a one-year renewal option exercisable at the City's sole discretion. Questions are due October 9, 2026 by 5:00 p.m. The City Council award date is tentatively scheduled for December 15, 2026.
