About this opportunity
The Louisiana Department of Health is soliciting proposals for Emergency Personal Care Services under an Agency Term Emergency Contingency Contract (RFx 3000026505), with bids due August 13, 2026 at 10:00 a.m. Central Time. This is a contingency contract activated only upon a declared emergency by the Louisiana Governor and covers service delivery across East Baton Rouge Parish and Baton Rouge City.
The scope encompasses personal care attendant services including activities of daily living support (bathing, grooming, dressing, toileting, mobility assistance, meal preparation) delivered at pre-identified shelter facilities. Service providers must maintain current certifications, complete mandatory training, pass background checks, and comply with Medicaid regulations and LDH licensing requirements. All orders must be fulfilled within 72 hours of receipt, with vendors required to maintain 24/7 availability during declared emergencies including weekends and holidays. Pricing is submitted on an hourly basis for two job classifications — Personal Care Attendant and Personal Care Attendant Supervisor — with separate rates for day shift (7:00 a.m. to 7:00 p.m. CT) and night shift (7:00 p.m. to 7:00 a.m. CT), with shift differentials embedded in hourly rates.
The initial contract term is 12 months with two optional 12-month renewal periods at the State's discretion, for a maximum of 36 months. The State anticipates multiple awards to different vendors to ensure adequate capacity across the state. Contractors must provide Workers Compensation with $1,000,000 employers liability, Commercial General Liability with $1,000,000 per occurrence, Automobile Liability with $1,000,000 combined single limit, and a $25,000 blanket fidelity bond. During declared emergencies, the State applies FEMA reimbursement rates where established, accepting the lesser of contract price or FEMA rates. The contract is non-exclusive. Bids must be firm for acceptance for a minimum of 60 days. Written inquiries are due July 30, 2026, with responses provided by August 5, 2026. Bids must be submitted electronically through the State's online bidding platform.
