About this opportunity
The City of Amarillo is requesting qualifications for professional architectural and engineering services for design, permitting, cost estimation, and construction documents for a new Emergency Operations and Communications Warehouse Facility, with responses due August 13, 2026.
The scope encompasses full A/E services—planning, schematic design, design development, 60% and 90% construction documents, final construction documents, engineer's opinion of probable construction cost, and technical specifications—for a 100-foot by 200-foot pre-engineered metal building located near Northwest 24th Avenue and North Hughes Street in Amarillo. The facility program includes administrative areas with private offices, multipurpose meeting and training rooms, IT/data rooms, and restrooms; warehouse and shop areas with two full drive-through bays and one pull-in service bay capable of accommodating semi-trucks; dedicated workshop areas; and equipment storage. Design must meet all applicable building, fire, accessibility, and life safety codes; provide a minimum 50-year service life; incorporate energy-efficient systems, secure access control, and Crime Prevention Through Environmental Design (CPTED) principles; and accommodate future expansion. The consultant must deliver signed and sealed plans in both electronic PDF and native CAD/BIM formats, coordinate with multiple City departments (Facilities, Emergency Management, Information Technology, Communications, Planning, and Fire Marshal), verify site utilities, conduct geotechnical coordination, design stormwater management and landscape architecture with drought-tolerant native plants, coordinate technology and security infrastructure including Verkada cameras, and ensure full ADA and Texas Accessibility Standards compliance. Project completion is 180 calendar days from the kickoff meeting. The consultant must also provide cost estimates at design milestones, respond to contractor questions, prepare addenda, attend pre-bid meetings, and assist with bid evaluation.
