About this opportunity

The Illinois Department of Children and Family Services has declared an emergency procurement for maintenance and development of complex application system software and databases supporting federal program eligibility and claiming, with an emergency contract awarded to the incumbent vendor Diversified Services Network on May 26, 2026, and a competitive RFP targeted for publication following State Purchasing Officer review.

This is not a standard bid opportunity. The emergency was triggered by expiration of the original competitively procured contract on November 30, 2025, and denial of DCFS's extension request. The procurement maintains service continuity until a competitively awarded contract replaces it.

The scope encompasses federal claiming and revenue enhancement; IT system maintenance and support for complex application systems; adoption and guardianship subsidy review affecting approximately 2,000 adoption files and 400 guardianship cases annually; audit support for federal and state audits; permanency monitoring; and interagency and cross-divisional assistance. DCFS collects hundreds of millions in annual federal revenue through these systems.

Diversified Services Network, located at 1 North Old State Capitol Plaza, Suite 500, Springfield, Illinois, is the incumbent and emergency awardee. DSN has held the contract since 2019 and was selected based on deep institutional knowledge of DCFS federal claiming systems, data structures, and operational requirements.

The emergency contract value is $762,111 funded through state appropriation funds, running from May 26, 2026, through May 25, 2027, with no renewal options. DSN maintains the 25% Business Enterprise Program participation goal from the prior contract. Pricing was determined fair and reasonable through comparison to rates under the prior competitively procured contract, adjusted for current service levels.

A competitive RFP is under development to replace this emergency bridge.
