About this opportunity
The Illinois Emergency Management Agency, Office of Occupational Health and Safety is entering into a small purchase sole source contract with CRCPD Radiography Testing for industrial radiography testing services required by regulation for individuals seeking certification as an Industrial Radiographer, with a proposal due date of June 5, 2026.
This is a sole source procurement; competitive bidding does not apply. The contract is contingent upon appropriation of funds by the Illinois General Assembly and subject to suspension or termination if funding becomes insufficient. The State may terminate for convenience with thirty days' written notice or for cause upon material performance failure.
Vendors must maintain General Commercial Liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Workers' Compensation Insurance as required by law. The contract is governed by the State Prompt Payment Act (30 ILCS 540), with prevailing wage requirements where applicable. All work product and intellectual property created under the contract become the sole property of the State of Illinois.
Vendors must certify compliance across 33 distinct compliance areas, including non-delinquency on educational loans, absence of felony convictions or Sarbanes-Oxley violations, compliance with state tax obligations, drug-free workplace standards for contracts exceeding $5,000, environmental protection compliance, non-participation in international boycotts, equal employment opportunity and non-discrimination practices, and adherence to information technology accessibility standards. For multi-year contracts, vendors must recertify by January 1 of each fiscal year following the initial year. Non-compliance or false certification subjects vendors to contract voidance, suspension, debarment, payment denial, civil fines, or criminal penalties. Records must be maintained for three years from final payment (five years if federal funds are used).
