About this opportunity

The City of Carrollton Parks & Recreation Department is requesting bids on construction of an ADA-accessible trail and associated site work at Elm Fork Nature Preserve, with bids due August 25, 2026. The project is located at 2335 Sandy Lake Road, Carrollton, Texas, within Dallas County.

The scope encompasses an ADA-accessible trail extending approximately 2.5 acres from the existing parking lot to the nature center, including crushed granite path ramps, natural stone steps, pavement markings, signs, wheel stops, detectable warning devices, topsoil, and sod installation. All construction, labor, materials, and administration necessary for completion are included. The contractor must submit a comprehensive construction phasing plan for City approval before mobilization and execute work in phases that maintain public facility usage. A preconstruction conference must occur no later than 15 days after contract execution.

Federal funding exceeds $2,000, triggering Davis-Bacon prevailing wage compliance. Contractors must ensure bid wages conform to current Federal Register rates and face penalties of $10 per laborer per day for non-compliance under Texas Government Code Chapter 2258 and Texas Labor Code Chapter 61. Contractors bear all overtime charges: $65 per hour (minimum two hours) for Construction Inspector time outside 7:30 a.m. to 4:30 p.m. Monday–Friday and all day Saturday, and $50 per hour plus $25 administrative fee (minimum two hours) for Public Works staff utility services.

Work must conform to North Central Texas Council of Governments Standard Specifications and City of Carrollton General Design Standards. Contractors must maintain one copy of each standard on-site, video all underground utilities prior to construction, and submit weekly project updates by 5:00 p.m. Friday; failure to provide reports incurs a $500 administrative fee per occurrence. Progress payments require current construction schedules, photographs, SWPPP inspection reports, and conditional and unconditional waivers from subcontractors. All change orders require written City authorization prior to extra work commencement.
