Elm Fork Nature Preserve ADA Trail Project Manual Summary

This is a Project Manual and Specification document for the City of Carrollton, Texas, Parks & Recreation Department, prepared by CEI Engineering Associates, Inc. The project encompasses construction of an ADA accessible trail extending approximately 2.5 acres from the existing parking lot to the nature center at Elm Fork Nature Preserve (2335 Sandy Lake Road, Carrollton, TX 75006). Work includes all construction labor, materials, administration, and associated activities necessary for trail completion, along with crushed granite path ramps, pavement markings, signs, wheel stops, detectable warning devices, natural stone steps, topsoil, and sod installation. The project will be executed under a single prime contract with continuous construction operations required once work begins, prohibiting project site inactivity without prior written City authorization. Construction must be phased to maintain public facility usage, and the contractor must submit a comprehensive construction phasing plan for City approval before mobilization. Contractor use of premises is limited to allow concurrent work by the City and other contractors, with coordination of noisy operations, power outages, and street closures required. A preconstruction conference must be conducted no later than 15 days after contract execution, and regular progress meetings will be scheduled at intervals determined by the City Representative.

The contract requires compliance with prevailing wage rates established under Davis-Bacon and related Acts, with federal funding exceeding $2,000 anticipated. Contractors must ensure bid wages are current to published Federal Register rates and will face penalties of $10 per laborer per day for non-compliance under Texas Government Code Chapter 2258 and Texas Labor Code Chapter 61. The contractor bears responsibility for all overtime charges: $65 per hour (minimum two hours) for Construction Inspector time outside 7:30 a.m. to 4:30 p.m. Monday-Friday and all day Saturday, and $50 per hour plus $25 administrative fee (minimum two hours) for Public Works staff utility services. All construction must conform to the current North Central Texas Council of Government Standard Specifications and City of Carrollton General Design Standards, with contractor maintaining one copy of each on-site at all times. The contractor must video all underground utilities prior to construction and submit verification to the City. Progress payments will be made at intervals stipulated in the Agreement, with applications requiring current construction schedules, photographs, SWPPP inspection reports, and conditional and unconditional waivers from subcontractors. Weekly project updates must be submitted by 5:00 p.m. Friday, with a $500 administrative fee assessed per occurrence for failure to provide reports. Contract modifications require full documentation of cost impacts, time implications, and affected work by separate contractors, with change orders requiring written City authorization prior to extra work commencement.
