About this opportunity

The Louisiana Office of State Procurement (on behalf of the Office of State Museums) is soliciting sealed bids for elevator maintenance, repair, and modernization services at New Orleans Museum of Art facilities under RFx 3000026380, with bids due August 4, 2026. Bidders must hold a state-issued contractor's license for elevator and dumbwaiter specialty work and submit a completed Contractor's License Certification Form with their bid; failure to do so results in rejection.

The scope encompasses preventive maintenance, emergency repairs, and modernization across multiple elevator systems — including hydraulic passenger elevators, hydraulic freight elevators, and gearless traction elevators — with all work meeting Louisiana building codes, ASME A17.1 standards, and ADA compliance requirements. The contractor must perform bi-weekly inspections signed off by the Owner's Representative, maintain call-back response capability of six to eight calls per year per elevator, achieve call response times averaging 25 to 30 seconds, and complete all corrections within 30 days of inspection reports. Preventive maintenance includes quarterly door operator checks, semi-annual system performance evaluations, annual bearing oil changes and brake inspections with 125% load capacity verification, five-year door operator gear case service, and three-year insulation paint application to motor generator sets. The contractor must provide 24/7 emergency response, maintain detailed service logs, and carry comprehensive general liability insurance and workers' compensation coverage as required by Louisiana state law.

The contract term is one year from execution, with options for renewal for up to four additional one-year periods at NOMA's discretion. Pricing shall be submitted on a time-and-materials basis with not-to-exceed monthly service fees. All work must be performed by certified elevator technicians. Bidders must submit responses electronically through the LaPac (Louisiana Procurement and Acquisition) portal and may edit or withdraw bids prior to the opening date.
