About this opportunity
North Carolina Central University is soliciting proposals for comprehensive elevator inspection, preventative maintenance, and repair services covering sixty-four passenger and freight elevators plus associated escalators, dumbwaiters, and lift systems across campus, with proposals due July 21, 2026, and a non-mandatory site visit on July 2, 2026.
Services include routine inspections, scheduled preventative maintenance, diagnostic work, emergency response, and component repair or replacement to maintain compliance with ASME A17.1, ASME A17.2, and applicable federal, state, and local regulations. The vendor must maintain 24/7 emergency callback service with response within thirty minutes and onsite arrival within two hours. All personnel must pass background checks at vendor expense, comply with University access procedures including daily sign-in and sign-out at the Physical Plant Department, and possess all required licenses and certifications. The vendor must register with the North Carolina Secretary of State prior to contract execution.
The contract spans one initial year beginning within ten business days of the Effective Date, with the University retaining the option to renew for up to two additional one-year terms at its sole discretion. Pricing must cover monthly and annual preventative maintenance costs per unit, inspection service pricing, hourly labor rates for mechanics, helpers, and supervisors with premium multipliers for overtime and emergency services, parts and materials markup percentages, and emergency response fees.
Evaluation follows best value methodology prioritizing technical approach and methodology, experience and qualifications, service levels and response times, price proposal, and references and past performance. The University reserves the right to make separate awards to different vendors for one or more line items or to cancel the RFP entirely without awarding a contract. Written questions close July 3, 2026, by 2:00 p.m. EST, with responses provided by July 14. The vendor must submit daily electronic service reports within forty-eight hours of completion and participate in bi-weekly business review meetings and status reports.
