About this file
This is Addendum #1 to Request for Proposal 61-RFP25010 issued by North Carolina Central University for comprehensive elevator services. The addendum extends the bid opening date to July 22, 2026, at 2:00 p.m. and addresses eighteen clarifying questions submitted by potential vendors. The University requires elevator inspection, preventative maintenance, repair, emergency response, and testing services for sixty-four passenger and freight elevators, escalators, dumbwaiters, and lift systems across campus. The contract spans one initial year with two optional one-year renewal terms at the University's discretion. A non-mandatory site visit was conducted on July 2, 2026, and written questions closed July 3, 2026. The vendor must maintain 24/7 emergency callback service with thirty-minute response time and two-hour onsite arrival capability, register with the North Carolina Secretary of State prior to contract execution, ensure all personnel pass background checks at vendor expense, and submit daily electronic service reports within forty-eight hours of completion.
The University's responses to vendor questions establish that Category 1 and fire testing costs shall be included in monthly maintenance pricing, while Category 5 testing and all services outside routine monthly maintenance shall be billed separately with University approval. Repairs, replacement parts, callbacks, emergency service, and overtime are generally billed as separate costs outside the monthly maintenance agreement, except where specifically noted. Preventative maintenance frequency shall follow manufacturer guidelines and industry standards without a specified minimum number of annual visits. The University does not provide current contract costs or historical repair expenditures but indicates 181 callbacks were received in the past year. The vendor must provide a designated primary local service team rather than an exclusively assigned resident mechanic and ensure no elevator violations occur during state inspections, making corrections at no cost and seeking approval for cost-bearing items. The pricing sheet requires separate line items for monthly maintenance costs, inspection services, hourly labor rates for mechanics and helpers with overtime multipliers, parts and materials markups, and emergency response fees.
