About this opportunity

The City of Wheaton is seeking bids on preventative maintenance, full hydraulic pressure testing and inspection services, and on-call emergency service for eight elevators across six municipal facilities under ITB 26-162, with bids due August 20, 2026 at 11:00 a.m. CST. The contractor must hold an Office of the State Fire Marshal license at bid and throughout the contract term and any renewal periods—a hard eligibility requirement. The Illinois Prevailing Wage Act applies.

The scope covers four elevator brands (ESCO, Schindler, Otis, Kone) located at Wheaton City Hall, Wheaton Annex, Public Works, Police Department, two parking garages, and the Public Library. Services include quarterly preventative maintenance inspections (minimum four annually), annual pressure testing and inspections per ASME standards, and 24/7 emergency callback service with a two-hour response requirement. The contractor must use only genuine manufacturer parts and lubricants, perform routine maintenance during normal business hours (6:00 a.m. to 5:30 p.m., Monday–Friday), and maintain comprehensive maintenance and callback logs. All personnel must pass fingerprinting and background checks conducted by the City of Wheaton Police Department before commencing work. No additional surcharges or add-ons are permitted; all contractor employees must wear uniforms bearing the company name or emblem with visible company identification.

The contract term runs two years effective September 1, 2026 through August 31, 2028, with one optional one-year renewal at the City's discretion. Quarterly invoices are due in June, September, December, and March; Public Library services must be invoiced separately. Written questions are due August 14, 2026 at 11:00 a.m. CST. Bid opening is scheduled for August 20, 2026 at 11:00 a.m. CST in the Conley Meeting Room at City Hall. Bidders must submit a 10 percent bid bond (original required), Certificate of Insurance, completed Cost Proposal Form, Notice of Deviations Form, References Form, Listing of Subcontractors form, Vendor Certifications Form, Vendor Information Reporting Form, and W-9 Form.
