About this opportunity
The County of Santa Barbara General Services Department is soliciting qualifications and proposals from certified qualified conveyance companies (CQCC) for design and construction oversight services to modernize the traction system of the Judges Elevator at the Historic Santa Barbara Courthouse, with proposals due July 10, 2026 and a mandatory pre-SOQ job walk on June 29, 2026 at 10:00 a.m. at the Courthouse Rotunda. CQCC certification is a hard eligibility requirement.
The scope includes site inspection, development of modernization plans for State approval, coordination of structural and electrical engineering as needed, creation of construction documents for bidding to C-11 Elevator contractors, provision of a State-certified Elevator Inspector for site services, integration with existing County systems and security infrastructure, and cost estimation. The historic courthouse at 1100 Anacapa Street, Santa Barbara, houses the State Superior Courts, Public Defender, Hall of Records, and Sheriff's Department offices.
Compensation is fixed fee, not-to-exceed, with all travel time, reimbursable expenses, meetings, and project costs included in the quoted fees; no separate reimbursable expenses are permitted unless approved in advance by the County in writing. Deliverables must be provided in AutoCAD, Microsoft Word, Excel, and Microsoft Project formats. Proposers must be registered with the California Department of Industrial Relations, possess or obtain a County business license, and comply with prevailing wage requirements if applicable.
Evaluation criteria are weighted equally at 20 points each: completeness of submission, personnel experience and qualifications, depth and quality of performance, technical/management approach, and availability. Questions are due July 3, 2026. SOQ evaluation runs July 13–15, with Intent to Award on July 16 and contract execution by July 20, 2026. The County reserves the right to conduct interviews, reject any or all proposals, and terminate the agreement for convenience at any time or for breach with thirty days' notice to cure.
