About this opportunity
The Kansas Department of Administration, Office of Procurement and Contracts, is requesting proposals for elevator maintenance and service across three Kansas Highway Patrol locations (Salina, Kechi, and Hay) under RFP EVT0010912, with proposals due September 15, 2026 at 2:00 p.m. CDT. The State offers preference programs for certified businesses and disabled veteran-owned businesses; interested bidders must include the appropriate preference request form with their response.
The scope covers preventive maintenance and emergency repair for five elevators: two Dover hydraulic units and one Montgomery geared unit at the KHP Training Center Campus in Salina; one Otis Hydro Fit unit at KHP Troop F in Kechi; and one Dover unit at KHP Troop D in Hay. All work must comply with ANSI/ASME A17.1, A17.2, and A17.3 standards. Bidders must provide monthly, quarterly, semiannual, and annual preventive maintenance including cleaning, inspection, lubrication, adjustments, and parts replacement, plus emergency services for trapped passengers. The contractor must respond to emergency calls within 20 minutes of acknowledgment and arrive on-site within one hour at no additional cost. Personnel assigned to KHP job sites must pass background and fingerprint clearance.
The contract runs from award through October 31, 2031 and is an indefinite quantity arrangement with no guaranteed volume. Cost proposals must itemize monthly maintenance fees for each location and separate hourly rates for emergency and non-routine service work, including regular, after-hours, weekend, and holiday rates, plus a percentage discount on parts costs. Annual price adjustments are permitted up to 5 percent subject to documentation and State approval. Payment terms are Net 30 days.
All bidders must obtain a current Tax Clearance Certificate from the Kansas Department of Revenue, submit a Certification Regarding Immigration Reform and Control form, and provide evidence of Worker's Compensation, Public Liability, and Property Damage Insurance. Written questions are due by September 8, 2026. No pre-bid conference is scheduled. This is a negotiated procurement; the Procurement Negotiation Committee may conduct formal negotiations with selected bidders or award based on initial proposals.
