About this opportunity
The Virginia Department of General Services, Office of Procurement Services, is requesting proposals for elevator maintenance and repair services at the Capitol Complex in Richmond under RFP 121448, with proposals due September 3, 2026 at 3:00 p.m. The mandatory pre-proposal conference was held August 3, 2026.
Virginia's statewide small business utilization goal of 42 percent applies; the evaluation criteria allocate 20 points to Small, Women-Owned, and Minority-Owned (SWaM) business participation out of 100 total points, with DSBSD certification required for participation credit.
The scope encompasses maintenance, repair, and testing services for 150 active units across 31 Capitol Complex buildings: 131 elevators, 5 dumbwaiters, 6 vertical platform lifts, 8 inclined stairway lifts, and 14 wheelchair lifts. All work must comply with the Virginia Uniform Statewide Building Code and ANSI/ASME standards. The contractor furnishes all materials, labor, tools, and diagnostic equipment at no additional cost, excluding cab enclosures, underground hydraulic piping, and observation-elevator glass cleaning. Services operate 6:00 a.m. to 6:00 p.m. standard hours and 6:00 p.m. to 6:00 a.m. after-hours; the contractor must maintain qualified standby personnel on-site during weekdays in three overlapping shifts with immediate emergency response capability. Site access requires Capitol Police contractor identification coordinated through DGS elevator operations coordinator John Johnson. Failed parts are replaced with functionally equivalent units meeting code; violation repairs must be completed within 30 days.
Offerors must demonstrate four years of continuous elevator servicing and repair experience at the company level and hold current certifications from the National Elevator Industry Education Program (NEIEP) or National Association of Elevator Contractors Education Program (NAEC), plus Virginia Certified Elevator Mechanic credentials. The initial contract term is two years with no CPI increases; three optional one-year renewal periods may include CPI adjustments if exercised. Insurance requirements include workers' compensation, employer's liability of $100,000, and commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate. Evaluation weighs qualifications and experience at 20 points, methodology and approach at 50 points, price at 10 points, and SWaM participation at 20 points.
