About this file

This is Addendum #1 to RFP #121448 for Elevator Maintenance and Repair Services issued by the Commonwealth of Virginia Department of General Services, Office of Procurement Services. The solicitation seeks a qualified firm to provide comprehensive repair and maintenance services for elevators located in Capitol Complex buildings. The amendment updates the proposal due date from August 24, 2026 to September 3, 2026 at 3 p.m., with the preproposal conference held on August 3, 2026. The initial contract term is two years, with three optional one-year renewal periods. Work hours are designated as 6:00 a.m. to 6:00 p.m. for standard operations and 6:00 p.m. to 6:00 a.m. for after-hours work. Site access requires Capitol Police contractor identification as detailed in Attachment E: Security, with coordination through DGS elevator operations coordinator Mr. John Johnson.

The solicitation is a full elevator service maintenance contract rather than a limited "oil and grease" contract, with offerors required to demonstrate four years of continuous elevator servicing and repair experience at the company level. The contract specifies that failed elevator operational parts are replaced with functionally equivalent parts meeting Virginia Uniform Statewide Building Code requirements, and any violation repairs must be completed within 30 days. The initial two-year contract period contains no CPI increases; however, CPI adjustments may be addressed during the three optional one-year renewal periods if exercised. The Commonwealth covers all independent inspection charges through a separate contract. No security contractor license is required for this solicitation, and the Commonwealth does not recognize equipment as obsolete; instead, all non-functional parts are replaced with same-function alternatives.

Questions & Answers

1. In Section III, B, (2) – The offeror must have 4 years continuous experience in servicing and repair of elevators. It is assumed that the offeror is the company submitting the offer and the 4 years of experience is relating to the company and not the individuals performing the maintenance and repairs?

Section III, B, (2) states with title the "Offeror" and "Contractor". The contactor (company) is awarded to contract. Individual experience requirements are listed in Section III, C, 5. These are two separate sections in the RFP.

2. On page 40 of the RFP, option pricing is listed for 8 options. What would be the potential timing of awarding these options and how is material and / or labor escalation handled should the options be awarded later in the future? Are these options fixed prices for the duration of the contract term?

Options can be taken (or not taken) by the Owner at any time during the contract, depending on budgets available. This initial contract is for two years. No CPI increase is available during the first two years of the contract. A CPI can be address during the three one-year renewals when the option is taken.

RFP #121448, Elevator Maintenance and Repair Services

Addendum #1

3. Are contractors responsible for obsolete equipment on site?

DGS does not recognize the term obsolete. Any failed elevator operational parts are replaced by parts with the same function (like per like). This meets the application of the Virginia Uniform Statewide

Building Code. If an exact OEM part is not available, the contractor is required to replace it with parts that perform the same function.

4. Are there any repairs that currently need to be made?

Not at this time. All violation repair items are repaired within 30 days per the Virginia Uniform

Statewide Building Code.

5. Is it possible to provide a list of many units that have hard wired elevator phones vs cellular elevator phones?

The are no DGS administered elevator cabs using cell phones. Attached is the elevator cab phone listing for the units.

6. Please provide insight for site access, will there only be set times technicians can work on the elevators?

Access requirements for Capitol Police Contractor Identification is covered by ATTACHMENT E:

SECURITY. As indicated in the pre-proposal conference, the DGS coordinator for elevator operations is Mr. John Johnson: 804-401-9069. See normal operation times for work on elevators (6:00am to

6:00pm) in Section III, C, 5, 11.e, 11g. See also after hours times for work on elevators 6pm to 6am in Sections III F, 1, 2, 3, 4, 5, 6, E (all) and pricing page Item 2 depending on situation.

7. Are contractors responsible for covering inspector costs? The Commonwealth of Virginia –

DGS covers all inspection charges in a separate contract that DGS has with an independent elevator inspection contractor.

8. Please confirm if this solicitation is a full maintenance contract, or "oil and grease” contract?

Full elevator service maintenance contract.

9. Can you confirm that since we are not working on any security devices that we do not have to have that contractor license # before submitting our bid as referenced in Item #6 on page 34?

This is correct, a security license number is not required for this solicitation.
