About this opportunity
The City University of New York (CUNY) is requesting proposals for a comprehensive Electronic Sourcing (E-Sourcing) Solution to support procurement operations across its 26 institutions, with proposals due November 13, 2026 at 2:00 PM and a written-questions deadline of October 19, 2026 (with CUNY responses due October 26, 2026) followed by a second questions cycle with a due date of October 30, 2026 and responses due November 6, 2026. CUNY has established a 30% participation goal for New York State certified Minority-Owned and Women-Owned Businesses (MWBEs) and a 6% participation goal for Service-Disabled Veteran-Owned Businesses (SDVOBs).
The scope is a cloud-based SaaS platform supporting the complete sourcing lifecycle: solicitation development and issuance, supplier registration and onboarding, electronic bid and proposal submission, evaluation workflows with online collaboration and anonymized scoring, contract award documentation and notifications, reporting, audit trails, and supplier diversity tracking. The system must accommodate multiple solicitation types including IFB, RFQ, RFP, reverse auction, and qualification-based selection; provide role-based access controls and standardized and user-defined solicitation fields; support secure electronic supplier submission with encryption; maintain an official electronic procurement file with public read-only access (excluding proprietary information) compliant with data retention and open-records requirements; and enable configurable workflow and approval rules based on dollar thresholds, user roles, and commodity classifications.
Mandatory qualifications include at least three years of enterprise e-sourcing experience with large, complex organizations; five years of verifiable operating history with at least three higher education, public sector, or similarly complex institutional clients; demonstrated financial viability; SOC 2 Type II certification; data encryption and multi-factor authentication; and ADA accessibility compliance at WCAG 2.1 Level AA or higher. All pricing must be fully burdened and inclusive of implementation, configuration, software licensing, hosting, maintenance, support, training, and integrations.
The initial contract term is three years commencing upon Attorney General and New York State or New York City Comptroller approval, with two optional one-year renewal terms at CUNY's sole discretion. CUNY anticipates awarding one contract based on best-value evaluation: 65 points for technical and functional content, 5 points for diversity practices, and 30 points for cost. Proposers must carry comprehensive insurance including professional liability of at least $2 million per occurrence and cyber extortion and identity theft coverage of at least $2 million per occurrence.
