About this file

This Cost Proposal Workbook serves as the pricing submission template for the City University of New York (CUNY) Electronic Sourcing (E-Sourcing) Solution procurement. Offerors must submit comprehensive, firm fixed pricing across a five-year evaluated contract period consisting of one initial contract term and renewal option years. The workbook requires detailed cost proposals organized into four primary categories: Implementation Costs (Year 1 only), Subscription Costs (Years 1-5), Maintenance Services Costs (Years 1-5), and Hourly Rate Card Costs (Years 1-5). Implementation costs must cover all one-time expenses associated with configuring, testing, and deploying the eProcurement solution, including labor, integration, data migration, training, testing, quality assurance, project management, and change management. The solution must support the complete sourcing lifecycle, including solicitation development, supplier registration and management, electronic bid and proposal submissions, evaluation and scoring, award workflows, reporting, audit trails, and supplier diversity tracking.

All pricing submitted must be derived from and compliant with the Offeror's awarded Lots and approved pricing under the OGS IT Manufacturer Umbrella Contract, with no rates exceeding authorized ceilings or discount structures. Subscription costs must reflect all recurring annual fees required for full platform functionality, including base platform subscription, user licensing, supplier portal access, specialized modules (bid/RFP management, reverse auction, contract management, reporting/analytics), and API access. Maintenance Services costs must encompass post-implementation support including help desk services, technical support, system administration, security monitoring, and premium SLA support. Offerors must provide fully burdened, fixed hourly rates for nineteen specified personnel classifications available on an as-needed basis throughout the contract term. All costs must be entered exclusively in yellow-highlighted vendor input cells in the original Excel format, with formulas and protected cells remaining unaltered. The Total Cost Summary automatically calculates based on entered component costs and serves as the sole source of cost data for evaluation. Failure to submit a complete, accurate, and fully costed workbook will result in the offer being deemed non-responsive.
