About this opportunity

San Jacinto Community College District is soliciting competitive sealed proposals for electrical upgrades to Buildings C30, C31, and C32 on its Central Campus in Pasadena, Texas, with proposals due October 14, 2026. The project involves replacement and reconfiguration of the existing 12.47kV medium-voltage electrical distribution system, including removal of current medium-voltage conductors, installation of a new 12.47kV 1-in, 2-out PME-7 sectionalizer and equipment pad, installation of underground Quazite pull boxes and conduits, and medium-voltage conductor installation with reuse of existing empty conduit pathways serving Building C32. Work will proceed in phased construction to allow concurrent activity across buildings with a coordinated final system cutover designed to minimize campus power outages and operational disruption.

The District has engaged ACR Engineering, Inc. as design consultant, with Charles Smith (Associate Vice Chancellor for Fiscal Initiatives and Capital Projects) and John Haugen (Director of Capital Projects) overseeing the project. The contractor must secure all required permits from the City of Pasadena and City of La Porte and include permit costs within the bid. Performance and Payment Bonds are required under Texas Government Code Title 10, Chapter 2253. Prevailing wage rates apply to all workers under Texas Government Code Chapter 2258; contractors face penalties of $60 per worker per day for non-compliance.

Mandatory requirements include comprehensive submittal procedures with 10-day review cycles for initial and revised submittals, coordination with a Commissioning Authority, and monthly photographic documentation of at least 20 images. Contractors must implement site-specific safety plans with designated competent persons, substance abuse programs, hazard assessments, incident reporting within 24 hours, and restrictions on personnel mobile electronic devices in designated work areas. Contractors must also develop traffic control and logistics plans, conduct environmental and indoor air quality procedures, and maintain full equipment warranties at no additional cost to the District.

San Jacinto Community College District is soliciting competitive sealed proposals (CSP) from qualified firms to provide electrical upgrades. This project consists of the replacement and reconfiguration of the existing 12.47kV medium voltage electrical distribution system serving Buildings C-30, C-31, and C-32. The work includes removal of associated medium-voltage conductors, installation of a new 12.47kV 1- in, 2-out PME-7 sectionalizer and equipment pad, installation of new underground Quazite pull box, conduits, and medium-voltage conductors, and reuse of the existing empty conduit pathway serving the Building C-32 transformer. Existing medium-voltage conductors serving the Building C-30 and C-31 transformers will remain and be reconnected to the new sectionalizer. The work will be phased to allow portions of the construction to proceed concurrently and will include a coordinated final system cutover intended to minimize the duration of the campus power outage and impacts to ongoing campus operations.
