About this opportunity

The City and County of Denver, Department of Aviation is requesting proposals for task-order-based electrical services at Denver International Airport (DEN) with proposals due October 13, 2026 by 2:00 p.m. Mountain Time. Contractors must hold an active Colorado electrical contractor license — the central qualification filter. An optional pre-proposal conference is scheduled for September 22, 2026 at 12:00 p.m. Mountain Time via Microsoft Teams, and written questions are due September 28, 2026 by 2:00 p.m. Mountain Time through BidNet.

The scope encompasses electrical maintenance repairs and projects on an as-needed, task-order basis, including power devices, lighting, low-voltage systems, lighting controls, and medium-voltage work throughout DEN. Contractors must maintain a 1:1 ratio of apprentices to licensed electricians and provide all materials, tools, and equipment. Should a task require a construction discipline not on the contractor's team, the contractor must identify a specialty subcontractor, submit qualifications for DEN approval, and proceed only after approval. Contractors must investigate and report concealed, obsolete, or non-code-compliant electrical conditions at no additional cost.

Proposals are evaluated on six criteria totaling 100 points: Cost Effectiveness/Pricing (20%), DEN Equity, Diversity, and Inclusion Plan (15%), Understanding the Project (20%), Proposed Work Plan and Approach (10%), Key Personnel and Ability to Respond (10%), and Company Experience and Qualifications (25%). Insurance requirements include Commercial General Liability of $1 million per occurrence with $2 million aggregate, Business Automobile Liability of $1 million (or $10 million for unescorted airside operations), Workers' Compensation as required by statute, and Contractors Pollution Liability of $1 million per occurrence. Contractors must comply with prevailing wage ordinances and disclose legal proceedings exceeding $50,000, bankruptcy filings within ten years, debarment history, criminal convictions related to business integrity, and financial information including Dun & Bradstreet identification numbers. Contractors cannot participate as subcontractors with competing proposers.
