The contract period runs November 2, 2026 through November 1, 2027, with four option years available (maximum 60 months total).

MPHA operates 42 high-rise buildings, approximately 825 scattered site units, and 200 townhome units across Hennepin County. The solicitation is structured into three lots: Lot #1 for residential electrical maintenance at scattered sites and townhomes; Lot #2 for high-rise electrical maintenance; and Lot #3 for construction-related electrical services. Bidders may respond to any combination of lots. Services include replacement, repair, maintenance, and installation of electrical fixtures, switches, breakers, generators, transfer switches, and related work. Work must occur during standard business hours (8:00 AM to 4:30 PM Monday through Friday); non-emergency response is required within two business days and emergency response within two hours.

Lot #1 and #2 work must comply with HUD Maintenance Wage Rate requirements. Lot #3 construction work exceeding $2,000 is subject to Davis-Bacon prevailing wage rates with weekly certified payrolls submitted to LCP Tracker. Lot #3 requires bid bonds (5% of bid price), performance bonds (100% of contract price), and payment bonds (100% of contract price) from U.S. Treasury Circular 570 sureties.

Pricing uses hourly rates for General Foreman Electrician, Foreman Electrician, Journeyman Electrician, and Apprentice Electrician positions, billed in 15-minute increments for actual on-site time only. Each lot includes a separate parts and materials markup multiplier. The contract includes Section 3 compliance benchmarks (25% labor hours for Section 3 workers, 5% for Targeted Section 3 workers) and Build America, Buy America (BABA) domestic content requirements. Award will be made on a low-bid basis. Prior to award, the successful bidder must provide workers' compensation insurance, general liability insurance ($1.5 million minimum), automobile insurance ($1 million combined single limit), and all required business licenses.
