About this opportunity

Fairfax County, Virginia is soliciting sealed proposals to establish one or more contracts for electrical and emergency power systems installation and replacement across county-owned and operated facilities, with proposals due October 16, 2026. This is a re-solicitation (RFP 2000004461) intended to expand contractor capacity and create a broader qualified pool beyond the prior RFP 2000004067.

Work encompasses interior and exterior power, lighting, lighting control systems, emergency generators, battery systems, solar electrical generation systems, and related equipment components for over 245 county facilities. Scope excludes repairs and preventative maintenance; projects are assigned on an as-needed basis with detailed scopes provided by the Facilities Management Department. The County anticipates awarding multiple contracts, with each project awarded to the lowest-priced qualified contractor or the contractor deemed in the County's best interest.

A Virginia Class A Contractor license is required. Contractors must demonstrate bonding capability up to $5 million and maintain workers' compensation ($1,000,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000) coverage. Prevailing wage applies to contracts of $250,000 or more. Performance bonds and labor/materials payment bonds at 100 percent of contract price are required for projects exceeding $500,000. Mandatory use of approved construction management software (Procore, Autodesk Construction Cloud, or equivalent) is required. Contractors must provide 24/7 emergency response capability within one hour and deliver comprehensive commissioning, training, and documentation.

The contract period runs from award through April 29, 2028, with two optional one-year renewal periods. First-year expenditure is estimated at $5 million. Pricing is firm-fixed for the first 365 days; subsequent year adjustments are permitted based on CPI-U or other relevant indices with 90-day advance notice. Contractors may decline projects estimated below $10,000. Electronic proposal submission through Bonfire is mandatory. The County retains 5 percent of each project payment until final completion and acceptance, with monthly invoicing required by the 10th of the following month.
