About this opportunity
The Michigan Department of Technology, Management and Budget is requesting proposals for MiSTAR Enhancements and Support services on behalf of the Department of Environment, Great Lakes, and Energy (EGLE), Geologic Resources Management Division, to modernize the Risk-Based Data Management System (RBDMS) suite, with proposals due October 26, 2026 at 5:00 p.m. Eastern Time and a mandatory pre-proposal meeting on October 5, 2026 at 2:00 p.m. Eastern (bidder registration required by September 29, 2026).
The scope involves enhancing the Michigan State Tracking and Reporting (MiSTAR) system to consolidate and absorb functionality from legacy RBDMS Desktop, RBDMS WinAdmin, and EGLE Dashboard applications while maintaining existing MiSTAR capabilities for oil, gas, and underground injection control regulatory operations. Contractor responsibilities include system maintenance, technical support, enhancements, training, data migration, geospatial integration, and cloud migration to GCP, AWS, or Azure environments. Support availability is Monday through Friday, 8:00 a.m. to 5:00 p.m. Eastern. Key personnel required are a Contractor Project Manager, Contractor Security Officer, Contractor Architect, and Contractor Lead Developer, each with specified experience and educational requirements. Bidders must demonstrate strong RBDMS experience with regulatory domain expertise and familiarity with regulatory workflows in oil and gas operations.
The contract includes a five-year base term plus five optional one-year renewal periods, with implementation scheduled February 2027 through March 2028 and go-live targeted for April 2028. Evaluation criteria are weighted as follows: Project Scope (30 points), Solution Requirements/Specifications (30 points), staffing qualifications (10 points), and company background and experience (30 points); proposals receiving 80 or more points are eligible for price evaluation. Questions are due by 9:45 a.m. Eastern on October 12, 2026, with answers posted by October 19, 2026. The pricing schedule must be submitted separately from the main proposal. Contractor must accept Contract Terms and Schedules as presented or submit tracked changes with detailed justifications; general statements reserving negotiation rights or extensive redlines may result in non-responsive designation. Contract administration and payment occur through the Michigan SIGMA VSS system with payment due within 45 calendar days of invoice receipt via electronic funds transfer.
