About this opportunity
The Idaho State Department of Agriculture (ISDA) is seeking a Trade Office Representation Agreement for Japan through a unique procurement process requesting a one-time exemption from standard competitive bidding. The procurement aims to establish a trade office in Japan ahead of the Governor's Trade Mission scheduled for November 2024, with the primary objective of facilitating international trade relations and business opportunities. The agency plans to utilize a modified Request for Proposal (RFP) process that differs from standard Division of Purchasing procedures, involving in-country interviews with top bidders in Japan and leveraging the agency's existing experience with trade office partnerships in Mexico and Taiwan. The solicitation is specifically for Fire Protection Services, with the selected contractor expected to maintain the trade office for multiple years or until either party becomes dissatisfied with the arrangement. The procurement opportunity was posted on February 21, 2024, with a tight response deadline of February 26, 2024, leaving potential vendors with a brief window to submit relevant information or proposals.
The procurement does not explicitly outline specific set-aside designations or restrictions on respondent organizations. No incumbent vendors are specifically mentioned, and no detailed budget range is provided in the available documentation. The ISDA indicates they will conduct a modified procurement process, suggesting some flexibility in vendor selection criteria. The agency reserves the right to make a discretionary decision on the exemption from competition, and potential suppliers are invited to submit information that may support or contradict the claim that a competitive solicitation would be impractical or disadvantageous. While the exact cost of the Trade Office Representation Agreement is not determined, the procurement appears to be structured as a long-term partnership with potential for ongoing renewal. The decision-making process remains at the discretion of the Division of Purchasing Administrator, with suppliers having no formal right of appeal.
