About this opportunity
The Idaho Division of Purchasing, acting through the State Department of Information Technology Services (ITS), is seeking qualified vendors to design, install, and purchase a comprehensive Video Management System (VMS) for surveillance across Idaho State Agencies. The procurement solicits bids for a sophisticated technological infrastructure including Network Video Records, storage servers, cameras, and network switches. The project requires vendors to provide a fully integrated surveillance solution that meets the state's specific technological specifications. The contract opportunity was posted on July 11, 2025, with proposals due by July 16, 2025, indicating a relatively compressed procurement timeline. Potential bidders must demonstrate technical expertise in surveillance systems, network infrastructure, and comprehensive video management technologies, with the ability to design and implement a scalable solution that can be deployed across multiple state agency locations.
While specific set-aside designations are not explicitly detailed in the provided information, vendors should anticipate potential requirements for demonstrating technical capabilities and compliance with state procurement regulations. The procurement appears to be a competitive bidding process open to qualified technology vendors with proven experience in enterprise-level video surveillance systems. Although specific budget ranges are not disclosed, the complexity of a statewide VMS suggests a significant capital investment. The project will likely require vendors to provide comprehensive technical documentation, implementation plans, and potentially ongoing support and maintenance capabilities. Potential bidders should be prepared to demonstrate their ability to integrate the proposed VMS with existing state technological infrastructure and meet rigorous performance and security standards.

The Idaho Division of Veterans Services has requested an exemption from competition for the purchase of Skin & Wound Care and Infection Prevention & Control modules for PointClickCare. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator's decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency's request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing purchasing@adm.idaho.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.
